During the war kep was abandoned as most of it's population was made of rich khmer and Barangs which where obvious targets for the khmer rouge. Also the proximity to Vietnam made it a very dangerous area for a long time during the khmer - Viet war. I am guessing when you refer to rich Barangs...you...
