They had maybe 60 left over coming towards the end of the day and the hospital staff were calling family and mates to get them to come get the jab.
Seems like common sense to me, providing they make sure that those done out of turn for the sake of expediency are managed properly for their second jab.
What if people next on the list could turn up as fast as friends and relatives of the hospital staff?

You have clearly not experienced what is laughably called lockdown in the U.K. People are out and about as much as ever, albeit not in bars and cafes etc.
Traffic around rush hour in the cities is as bad as usual.
I’m sure they try what you suggest though. To an extent. And if that fails they fall back on waifs and strays from the street.
Then all is well and I agree with you.
My remaining problem is that this creates an incentive for hospital staff to drag their feet injecting priority groups so they can run out of time and give it to their friends instead.
But what’s worse, skipping the queue or waste? It’s a hard call but I have to trust that everyone working in the health sector does so because they want to help people.
There’s waste in every business. Perhaps it is not a problem worth solving.
