Updating the story, as its being circulated within their community:
Tony appears to have made an enemy when he put the menaces on another Nigerian guy, who felt threatened enough to leave Cambodia - I have no details why the two fell out, just that a guy hurriedly left town and was unhappy enough about it to get revenge. This exile and his friends concept of revenge is to import 3kg of ice into Cambodia using a PI mule. She was told if she was caught, Tony was the Mr Big, the guy who had ordered the consignment. For the Nigerians, if the drugs got through, Exile and his mates would be the richer through the sale of the contraband. If the drugs don't get through, Exile wins knowing Tony will get well and truly shafted.
Roll the clock forward a few weeks: Predictably, Mule gets caught, she says the Nigerians set up the deal, and the Mr Big in charge was Tony. Following day, he gets nicked.
Whether Tony is guilty or innocent is immaterial, his time and career in Cambodia is screwed.
Bottom line is the age old Karma thing: Be nice to people or life has a nasty habit of biting you in the arse.

Much as rhoel's hypothesis looks right it is certainly not feasible. How can the cambodian judiciary be convinced that a fellow country man could set up his compatriot in this manner. Do you know the worth of 3kg of ice that a fellow could use to settle scores when there many other cheaper alternative.
Like u concluded, tony can only be vindicated if he has never been involved in drug runs b4 now.

Going off on a slight tangent, I've just prevented a student handing over $2000 in a Nigerian scam. He learned of a job opportunity through a PP HR company which is either utterly naive in accepting bogus job vacancies or in on the scam. A British company is recruiting dozens of Cambodians to work in England, allegedly, and he wanted me to help with the application.
Digging around revealed that the company is registered in Lagos, that the 'English' director is somewhat weak in English grammar, and that the Cambodian HR contact has an African name. The company was very generously offering to meet 50% of the visa fee and airfare, so that all the gullible student had to do was send $2000 to a bogus travel agency.
With the internet being such a new phenomenon in Cambodia this really is fertile soil to part fools from their money; I can imagine some of these Nigerians are making fortunes in the internet cafes of Phnom Penh.

I don't buy that, as Rhoel said a few posts back, 3 kg of ice is extremely expensive, why would anyone spend that much setting someone up when it could be done for a lot less?

That sucks, I didn't have a big problem with them running the ganja trade since my government stuck its nose where it doesn't belong, as usual, and pressured the government to make it illegal. But meth? Lieutenant Colonel Sann Sothy, anti-drug bureau chief, said the number of foreigners dealing drugs in Cambodia has spiked this year.
"We are continuing to seek other drug users and distributors who are foreigners, because more and more we see African drug dealers in Phnom Penh," Lt Col Sothy said.
