Almost everyone on this forum has received 419 and other assorted scam mail, and I think I speak for all of us when I say that we hate getting this stuff and would cheerfully physically put the mongers in a microwave. Well, we can't do that (unfortunately), but we can do the next best thing:
Many Cambodians are uneducated and very gullible, seeking any way to get out of survival/extreme poverty mode. Women are especially vulnerable to offers of employment, as the Malaysia fiasco proved.
It seems that action on this will have to come from the private sector.My proposal is for us to put together a tv/radio/ media education programme which will educate Khmers on the pitfalls of these scams,how to recognise them and what action they can take to reduce the negative impact .
I don't know all the right people, but I'm thinking RAA could help, KiR, Tara, Playboy, PPP and Cambodia Daily, Khmer newspapers, Telephone companies (let's send useful spam messages) (?) etc. We would need a fluent Khmer lady, preferably with tv/media experience, to help us get the message across. This could be a great opportunity for private companies and NGO's to do something really positive and also receive beneficial publicity. Perhaps even a website?
Any input is appreciated. I would make myself available for free editing/ assistance whenever possible.

One of the problems is Cambodians often won't listen to sense. I know a few people who have been either too greedy or stubborn to listen to good advice even after being shown evidence it is a scam.
It is always "but they are offering me $1 million!".

I think it is an admirable idea. I have no idea if it would work, seeing as the Khmer psyche is still a mystery to me.
However, I was thinking there are a few methods by which the message could be spread be spread on the cheap.
1. The message could be put on a youtube video in Khmer.
2. Those teaching locals could incorporate the message into one or more of the lesson planTs.
3. Those employing locals could insert it into a regular staff meeting.

but it's definitely not just combodians look at the ABC special report here, there are plenty of americans that refuse to believe even after FBI TELLS THEM IT'S A SCAM!

Most victims in australia are small business people and farmers in regional areas-these people tend to be greedy and stupid.
A few years ago someone polled victims and something like 30% said that they would do it all again,something just went wrong.
The scammers have managed to sell at least one house in perth from beneath the owner who was overseas for sometime.
There may be more than one already gone.

LoL, no need; Cambodians don't know how to check emails, much less even have an email account, so they are pretty much immune to the scam...

It's definitely a really good idea, could be tied in with Internet safety in general. There are so many young Cambodian's on facebook now and I often worry about some of the females and who they have added. I see alot of posts where people don't seem to question what they are told, they just assume it's the truth.
It would be a big task but I'm sure there would be enough contacts to make it work. It's a timely issue as a few people in the SR community have brought it up recently with how easy people have access to internet in Cambodia with not much knowledge on internet safety and scams. The internet is just another way that more people can be exploited.
Most of young people I am referring to don't have computer at home they use the internet shops after school and therefore lack supervision. Their parents generally have no knowledge whatsoever so they need to learn from somewhere.
With more adults using the internet too, and often desperate for work I think Vlad's idea is really important.
