So, do you really think that an Eastern European country can process orders and ship tanks and APCs to Cambodia within a couple of weeks? Or do you think that the Army has regular procurement of equipment of these sorts of things and they happened to arrive now?

It only takes seconds to move money around the planet. Those vehicles were most likely ordered quite a few months back, they take a long time to manufacture and transport. To start transporting vehicles, even tanks, can be done within a few days if there is enough motivation, such as money.One of those big Russian cargo planes, a train, a ship from the port...
They arrived a few days ago, the election was on the 27th, so...approximately two weeks? Definitely possible.
I'm not saying that the vehicles definitely weren't ordered long ago, but their arrival is something of a coincidence, wouldn't you admit?
I think many people are assuming the panic only started after the results were openly contested.

Timing was inconvenient. This has been in the works for years. Unless you try and hide the shipment, it takes a long time to get all the international clearances to move that kind of gear through international areas such as Suez, etc. also, this stuff ain't cheap, you don't just whip out a credit card on the 27th and have tanks delivered two weeks later...the shipping alone is a bit slower than that. Then add in all the spare parts, support gear...

1. If ex-China, (likely) from Shanghai by freighter to Sihanoukville, no major obstacles like the Suez. No credit card needed, just put it on the tab, suits both parties, in fact that would be preferable to this creditor.
2. If ex Russia, any eastern port, basically the same procedure.
Spare parts, support gear can come later in emergency cases,

Is it theoretically possible, sure. But my experience with the government here tells me otherwise. Add in western embassies are watching and would scream bloody murder. Also, I spent a lot of time in UNTAC HQ moving equipment around, and even with the mandate, it was nightmareish moving the equipment in.

Scores of tanks and armoured personnel carriers arrived at the port in Sihanoukville yesterday, marking one of the biggest shipments of military vehicles in recent history.
A source in Preah Sihanouk province who asked not to be named told the Post that the ship in question arrived yesterday morning, with “some 100 tanks and about 40 eight- and six-wheel amoured personnel carriers,” he said.
Last night, Sihanoukville Autonomous Port director Lou Kim Chhun confirmed the shipment, but declined to comment on numbers or countries of origin, saying: “For the details I think you can ask customs officials.”
In September 2010, in the middle of a border dispute with Thailand, Cambodia purchased 94 tanks from an Eastern European country widely thought to be Ukraine. The same year, China donated some 250 vehicles to the Cambodian military.
Defense officials could be reached for comment.

Abroad can ship in a big bag of army stuff, though without proper training, they will A) get demolished in simple accidents on the first trip out and B) does not give relevant military force above the stuff being heavy itself.
So, if this would be a significant thread for the public, the preparation must have started long ago at the military schools, etc.
