No more phone top-up bonuses again.....
Just got a message from Smart saying
'Due to Prakas 232 enforcement, all mobile operators incl Smart cannot offer call bonuses from 04.12!'
This happened earlier this year as well but the Prakas stopped being enforced.
Hope it's just a week long thing again.

I got that as well.....at 6am in the funking morning. Twats.
I get more junk SMS from Smart each day than normal messages and always at the most annoying times.

“Due to Inter-Ministerial Prakas 232 by Ministry of Posts and Telecommunications of Cambodia and Ministry of Economy and Finance, Smart and all other mobile operators are currently not allowed to provide any call bonuses and/or within network calling rates below 4.5 cents per minute,” Smart’s website said.
Cellcard announced on their website that “current offers related to the Cellcard New SIM 100 per cent bonus, XG plans and Cellcard Plus plans have been suspended temporarily and are unavailable until further notice.
These offers are now being reviewed to ensure that offers meet the requirements of the Prakas.”
Song Leng, director of secretariat of the TRC, yesterday also cancelled a meeting that was aimed at discussing the minimum cost of mobile phones, fixed phones, and interconnection fees to call another network.

Interestingly the Prakas was issued and enforced back in 2009. I guess the mobile operators conveniently forgot about it.
Regardless of price the only decent and consistent service I get is from Cellcard.

Hope you're getting the 5% cash back by topping up with Wing It's not quite 1000% bonus or whatever folks were offering, but better than a slap in the face as they say!

How do the promotion bucket things work? No matter what it says is in my promotional bucket, I can only use use the credit I pay for.

Would would the government want to curtail these promotional bonuses? Is it a case of the demand caused by falling prices / competition is putting too much strain on the infrastructure?

It's a tough call definitely; but trying to translate it to another business that K440ers might be more familiar with - imagine a new international school came to the country, opened hundreds of schools and offered to teach children for a fraction of the price of the incumbents (ISPPs, etc). Whilst it might be great for the education of children in general, of course many other schools would simply go out of business to a competitor who is not running a business responsibly. Same with telcos, sure some of them have some very deep pockets - great when you can create airtime (read money) out of thin air - but gradually the company with the deepest pockets will be the only one left standing; no choice for customers (not a good thing); and of course as we've seen already, Telcos who were running a responsible (but not competitive) business model are suddenly gone (Mfone), causing all sorts of problems paying staff salaries, dealers holding scratch cards are seriously out of pocket (I don't have so much sympathy for that as we provide electronic top up!) and consumers left in limbo. I'm amazed that more telcos haven't gone out of business in such a tiny country - all the survivors must have unbelievably deep pockets to sustain all this 1000% bonus nonsense; they're kidding themselves and good that the regulator has stepped in (again).
It is up to the regulator of any industry to provide a level playing field for everyone to compete - businesses will still go bust, but at least it won't be because some oil baron or Russian oligarch come in and obliterates the market. The Premier League could learn a thing or two about that - thankfully FIFA financial fair play rules are a start to tackle that; maybe my beloved West Ham might rise again once our porn-baron owners have gone!
As with last time though, it remains to be seen the fuss it causes with the end consumers - it definitely wasn't popular with the people last time they tried to enforce this rule.
