PHUKET: Tourists are being told to keep their shirts on or face a dressing down and possibly a fine for displaying unwanted flesh and cultural insensitivity.
Visitors are allowed to be half-cut but not half-dressed: that was the message yesterday from Phuket Governor Maitree Intrusud after he went to Patong for an inspection tour.
''Tourists should wear shirts,'' he said. ''Away from the beach, it's impolite to go without your top covered up.
''Besides, it's actually against the law and police can arrest and fine transgressors.''
Even in your own car or on a motorcycle, it's an offence in every sense of the word.
The Governor said he had had complaints from residents in Cherng Talay, Kamala, Patong, Kata and Karon about topless tourists.
Some people even go topless when shopping in supermarkets, a cause of great offence to Phuket residents.
''It's best to remember 'When in Rome, do what the Romans do,''' the governor said. The sense of cultural indignation is widespread.
We hate to say it, but even a singlet is an improvement.
TripAdvisor suggests: ''Thai people pay extra attention to be dressed properly please respect them for there (sic) effort and follow there(sic) example. Thai people may not mind as much in the touristy areas and beaches however once out of these areas please dress appropriately.''

They think people like that are utter clowns. They are more amused or bemused than angered. I was at the market a year or so ago, and a couple of Pommy blokes had got off the bus and were doing a topless reccy around the market streets, nearly everyone was laughing behind their backs.

You're missing the point. The purpose of this thread is not to empathize with Khmers' offended sense of culture. It's to have snide attack at tourists who, in 440 speak, are 'new people' the same as NGO-ers, white women, lawyers (with a nod to vlad) and other outsiders.

No, it's about people unknowingly doing culturally inappropriate stuff because it's "fine" in their home countries. It's also worth noting that Khmers are generally very shy (even moreso when they have to confront foreigners and there's a language gap) and aren't as immediately confrontational as westerners, so likely the security guards didn't even have the balls to tell them they couldn't do that (especially the people lying on the grass). It's one thing to go sunbathing on you roof, but in public?! Sure, people sunbathe in parks all the time in the west and no one bats an eyelash, but even though none of us really cares, Khmers do. While Cambodia isn't Saudi Arabia, there are still some elements of the culture that are conservative despite external appearances. It's certainly not the worse thing one can do and they're not going to go nuts over it, but they do think it's a faux pas. Ask any khmer if they think it's cool for foreigners to walk around topless or lie in the grass with nothing but their underwear on. Pretty sure even OD's wife will agree it's inappropriate. Hell, they even laugh (as I do) at foreigners wearing those awful Aladdin pantaloons (just as we think it's inappropriate to go out in public with your pajamas in the west). I actually think it's illegal to drive a moto shirtless here. Maybe Lucky Lucan can confirm this, not that it's necessarily closely enforced or anything. Not sure about "general topless" laws. It's just basic stuff really: dress modestly when entering a temple or pagoda, keep your top on in public unless you're at the pool or beach...
OD seems to think some of us are getting worked up over this. Not at all, I couldn't really care less. But when I see people like that, I always chuckle to myself and see them as "clowns", as MM says. I also feel a bit ashamed as it's a poor reflection on foreigners in general. I've had khmers ask me before "Why do foreigners dress so badly?". I then try to explain that few people actually wear pantaloons or singlets in public back in the west, but for some reason, travelers think it's fine when they're on vacation and relaxing.
Anyways, I don't think the core issue is about making snide remarks about people who are new to Cambodia, it's about knowing the bare (no pun intended) minimum about where you are travelling to. Every single guidebook will likely say Khmers like modesty and what is or isn't appropriate. 95% of tourists will "get it". It's not rocket science. If I were a woman travelling to Oman, I would dress and act accordingly, weather or not I think doing something is "fine" in my home country (or a country I visited prior to getting there). Same goes for men. But you always have a few people who are a bit clueless. The Thai example above sums it up nicely I think. The same will likely happen here in a few years.
