i think you will find that very few Cambodians (born in cambodia) are painting yet- wait a few years and it will be a different story.

Most of the guys I know here who are involved in street-art or graffiti don't vandalize places, they choose derelict spots and brighten them up. The guy in question is a very talented and respected figure here, he's actually a forum-member and his stuff that's been posted here has been admired by most. However, scribbling a black-line down a stair-well is pretty fucking dumb, and doesn't count as anything other than vandalism. I'm glad to see that it's all been cleared up.
