Regardless of the usual cliches that'll be churned out re the traffic cops, I can tell you that the Ministry of the Interior is getting hi-tech about developing an automated rapid response system in cooperation with businesses that use security CCTV as well as moving towards enforcing better driving behaviour, as shown here.

With the volume of traffic that passes there, the police would need a huge team just to catch the license plate numbers of offenders... and then what... the cars are registered to the 3rd owner back down the buying chain?

Can help in catching criminals that use the intersection? Moto thieves, etc?

In before someone claims it's a plot put in place by Big Brother to monitor their movements.
I could be wrong, but I believe those types of cameras are for monitoring traffic conditions at intersections. They are monitored from a central point so that safety personnel and traffic officers can be dispatched in the event of an accident or major traffic tie-up. In the US they are present at almost every urban intersection along the main traffic routes. Sometimes they are used as traffic sensors to trigger a traffic light change cycle during low traffic periods. The footage is also archived for a time and used during accident investigations.
License plate reading cameras are placed at a much lower level than what I'm seeing in the photos above.

License-reading cameras wouldn't make much sense in a country where cars either have no license plates or have plates that grant them automatic immunity.

Phnom Penh police are in the process of installing 20 security cameras in several high-density areas around the capital, in what they say is a bid to reduce traffic-related accidents and crimes, police said yesterday.
The project, initiated with the cooperation of China’s Ministry of Public Security, will see cameras placed alongside stoplights near Canadia Industrial Park, O’Russey Market, Central Market, the German Embassy and Olympic Stadium among other heavily trafficked areas.
“Passengers who do not respect traffic lights and signs will be fined by police based on the evidence we record in the cameras,” said Som Thearith, spokesman of the General Commissariat of National Police’s (GCNP) Department of Radio and Communication, which is heading the initiative.

I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
There's probably some bug installed that allows them to take control or monitor when the need arises.
