Back in 2009-2010 I remember around a quarter of all Cambodians had these "anti radiation" stickers inside their phones. Only difference was those were $12 a pop. I say let them fall for it. Warn the people you know, but otherwise it's a bit of Darwanism in action. The government and people won't be careful about stuff like this unless people fall for it (like that recent Empire pyramid scam). Let them live and learn?
I mean sure, you could probably contact a ministry or something, but are you willing to actually go through much trouble vs posting on a forum? Plus, of course, there's the risk that some minister is in on the scam. Remember, a whole lot of Asians still think Rino horn will cure them of aids, so I dunno.
Seriously, if you do want to do something about it you should contact one of the ministries. Whichever was the one that seized all those fake cosmetic products is probably the one.
