Phnom Penh vs Sihanoukville?

Really, the best dressed Cambodians I've seen so far are the police and hotel staff. Everyone else is dressed so shabbily in worn out clothes.
Why do people even wear clothes in India with 99% humidity.
I used to lose 10lbs every time I went for a shit, and that was just from sweating.

I found the people in Sihanoukville to be friendly. I think the market might be one of the least friendly I have been too in Cambodia, but other than that people are pretty normal down there. The expats are a little standoffish, but after reading Khmer440 and the other blog, that makes sense.
Personally, I like the laid back atmosphere and beaches in Sihanoukville. I never found myself in any danger or in the middle of a Russian turf war. The biggest turn offs were the guys stealing purses, the electricity/internet outages, lack of good places to eat, and seeing people throw trash on the beach like it's a sport.
Phnom Penh, has amazing midcentury architecture, tons of places to eat, more women, nicer places to live, an airport, better shopping, great central location to travel throughout Cambodia and the expats are a tad friendlier there. But, no beaches and it's a tad more hectic.
I like both.

The people dressed it rags are poor. If they could they would spend the money the make on clothes, but food is more important. The scruffy Khmers are dirt poor, the Thai are middle class by comparison.the wealth has actually trickled down in Thailand but then it was always a rich country. The Vietnam War bought lots of money and infrastructure and the agriculture and food processing industries are massive. Food processing off the back of slaves though, just like western countries.
The Vietnam war and it's aftermath bought nothing but death and poverty for most Khmers. As for Phnom Penh it's still one of the great little cities of the world despite the drawbacks.
Snooky is fun for a while but the long very rainy wet season, the power cuts and the petty crime can get one down.

What do people like about it compared to BKK/KL etc?
It has pretty good outdoor gym equipment, so I might spend a while there in future, but I always thought it was a dirty maze.

as much as i hate Bangkok and how much i love Cambodia, if i only had the choice of which place to live BKK or PP i would probably choose BKK, with Bangkok a couple of hours in either direction i could be in Hua Hin or Pattaya rather than the 4-5hour trip to Sihanoukville

Think the travel thing is right about BKK though. Cambodia needs new buses and it would make things a thousand times more motivating to travel.
