As they say, 'ignorance of the law is no excuse.' I think they will take the attitude that bad paper is bad paper regardless of the alledged state of mind of the person at the time they acquired it.

As I suspected.Immigration Plans Crackdown on Foreign Citizenship Documents
The Immigration Department warned Interior Ministry officials on Wednesday not to issue Cambodian citizenship documents, such as birth certificates and ID cards, to foreigners living in the Kingdom...
...“There are some officials who made birth certificates, identification cards, family books and other confirmation letters to foreigners. Please, stop issuing any confirmation letters to foreigners anymore and if they do, they will face an administrative penalty,” he said
Mr. Phal did not mention how many foreigners received family books or identification cards, but warned his officials to be careful with creating family books for immigrants because it will make it easier for them to “hide” in Cambodia illegally...
...Mr. Chey said Mr. Phal should not only levy administrative penalties on his officials who are still issuing confirmation letters to foreigners, but also review how many foreigners received identification documents.
“When they are found, they have to revise and repeal them all. They should not only punish those officials, but also keep thoroughly monitoring it and punish those who violated regulations,” said Mr. Chey. “This is the one thing that’s important to show that the government has complied with the law on citizenship.”

One of those handles has just been yanked with the citizenship criticism lately by the Guv. The Vietnamese have a mono-Khmer language so are more related in some ways. The Thais came from up north I believe? And took over satellite states of the Khmer empire. Why are they more culturally close JM? Rainsy made a big fuss about demarcating the border with Vietnam but doesn't mention the border with Thailand despite the long stretch of coastline the Thais carved out of Cambodia.
Also re Ali B's question. It does seem very odd that the Viets saved them from Pol Pot but at almost the same time the Thais murdered a lot of Cambodians (Preah Vihear etc). Coupled with the fact that they allowed the civil war to continue for so many more year re the PDK camps on Thai soil, I would have thought that there would have been a lot more persistent animosity than there is against the Thais. If they should hate anyone it would seem they should hate the Chinese, but they are the best of friends.
I do remember Cambodia wanting to go to war with Thailand about the PV temple complex a few years ago. But not this persistent animosity for the Viets. Do they blame the Viets for Pol Pot and the DK? Is that what it really is? Rather than having to blame it on themselves?
I know that Khmer Krom is also a flash point for them, but that was almost a 100 years ago now. Also, the Thais stole some Khmer lands didn't they?
Perhaps it's just that Cambodia is shit and everyone knows it and they blame HE and his Vietnamese government for it? Again, not wanting to blame the Khmer patronage system/ culture for the root of the countries problems.
Basically they seem to be ignorant and the ones that know are leading them up the garden path to help them meet their own expectations.

I am old enough to remember Kiwi men saying that they would never buy a Japanese car. Some of these men had been POWs and others fought in the islands and knew of atrocities. Many POWs did not seem to realize that most camp guards were Korean and were treated not much better than the prisoners. Although hardly a guard died of disease or malnutrition.
I remember my old man hired the first Datsun Bluebird from the local servo who became Datsun dealers.
My dumb Khmer teacher listed the following Problems with Vietnamese.
They brought prostitution, there was none before.
They took all the records the KR had helpfully saved and threw them in the river
They planted those awful gum trees that hold the dykes together
And of course they stole Koh Trall and K. Krom.
It was only later when I worked with educated Khmers I found that they were just as ignorant.

What does this mean? The Thai and Khmer languages are far more similar, having developed from the same Sanskrit-Pali roots. Where would Thai food be without the Muslim spices coming up from the south? And i think i read somewhere that the Portuguese were the first people to bring chilies into the region. (Malaka etc)
If you take away the chilli then thai food is basically chinese food.
Amok must be muslim influenced like the kao soi curry noodle soup in Chiang Mai i reckon.
Also my hunch is that Cambodian food has been somewhat influenced by the khmer rouge years when people were starving and so developed a taste for bones and easily obtained protein in the fields.
