4500 more police? There may be trouble ahead...
PHNOM PENH: Cambodia's National Police will bolster its forces with the addition of thousands of new officers by the end of the year, it was revealed yesterday, a recruitment drive rights groups were quick to bill as an attempt by the ruling party to shore up loyalty among the ranks, The Phnom Penh Post reported.
More than 4,500 new recruits are to be added to the force by September, in order to “keep public order” and for “society’s security”, according to a new sub-decree signed by Prime Minister Hun Sen on Wednesday and made public a day later.
Interior Ministry spokesman Khieu Sopheak said yesterday that the recruitment drive was needed to freshen the ranks, as many older cops had recently retired or died.
And while the new recruits will fill a variety of roles, an unspecified number are destined to join the ranks of the Kingdom’s riot police, he said.
Sopheak insisted, however, that Cambodia’s security forces remained politically neutral and would serve the government of the day.
But rights groups yesterday, while conceding a nationwide spike in violent crime, were quick to cast doubt over the independence of the security services.

Does anyone really believe this will happen. It's yet another meaningless policy promise which is never implemented. Remember how the price of driving licenses was going to be slashed, including converting overseas licences? Try telling that to the ladies at Lucky Lucky.

Before you go, you will need the following;
- Your expired drivers license
- A photocopy of the main page of your passport. Cut the A4 page down to a small piece of paper
(cut off all the blank white paper, leaving only the printed area)
- A photocopy of your current visa. Cut the A4 page down to a small piece of paper, so only the
printed area is remaining.
- 5 x passport sized photos (using the same rules about head size that your embassy requires for a
passport picture)
- 40,000riel
Go to Ministry of Public Works and Transport on Chea Sopharra Road. Here is the Google Maps link:

- Look for this road sign and turn LEFT into this road:
- Driving down this road, take turn into the 2nd entrance on your right-hand side to enter the car park.
- After you enter the car park, turn left and look for a building on the right-hand side with this sign in
English above the door: “DRIVING LICENSE OFFICE”.
- Enter this office and go to the 2nd window on the right-hand side and ask for the “form to renew your
license”. If you speak Khmer, this is easy. If you speak English, they will also understand but it will help to
show them your old drivers license when you are saying this.
You will receive a hard-cover form, with another form inside. The hard-cover
form looks like this ------------
- Fill in the hard-cover form, and also the form inside. You can do all of this in English or Khmer.
When you sign the inside form, you need to write your FULL NAME underneath this signature.
This name must be written exactly as in your passport (normally Surname, followed by First
Name and Middle Name).
- After you have filled in the outside cover form, and the form inside, you need to take both
forms, with your passport copy, visa copy, and 5 photographs to the Health Inspection Section. If
you speak Khmer, this is called Eye & Health Inspection Section. If you don’t speak Khmer, when
you leave the License Office, turn right and walk in a straight line to the buildings at the very
rear of the facility. You will pass the place where all the vehicle registration is done, then also
pass the place where the vehicles are getting inspected (you will see the large vehicle inspection
garage on your right-hand side). Keep walking in a straight line to the building at the rear. Enter
the building on the right hand side. After you enter the building you will see a short corridor on
the right-hand side. Go down that corridor and enter the 1st door on the left-hand side.
There is a guy who speaks English here. Give him all your forms and paperwork. They will ask
you your weight and height then ask you to conduct an eye test. When finished you need to pay
10,000riel. You will get a receipt. They will sign and stamp all your documents and organize most
of it for you.
- You now need to leave this office and go back to the LICENSE OFFICE.. 2nd window.
The person at this window is VERY STRICT and he will not accept your documentation unless it is
perfect. He will not help you in any way whatsoever. He will just point at a sign on the wall,
which is all in Khmer, and tell you to make your documentation look exactly like that. He will not
help at all.
If you don’t read Khmer, see the picture below for what the form needs to look like. If you don’t
have it EXACTLY like this, he will just continue to refuse to accept your form until you get it
right…even if you bribe he wont help.
Use the staples and glue available to help make this. Paperclips are not accepted.
Open the hard –paper cover form.
- On the inside left-hand side staple your passport copy, visa copy, and plastic expired drivers
license… like in the picture below.
- At the very bottom of the left-hand side staple or glue 3 passport pictures
- On the right-hand side staple your application form.
- Give the person at the window your completed form. Pay 30,000riel and get a receipt.
- You will need to sit down for 5 or 10 minutes whilst they process your form. You will then be
called and they will give you another white receipt. Keep this with you because it serves as proof
of you having a drivers license until you receive your physical license.
- It will take 4 weeks to get your new drivers license. The date of collection is on the white
receipt. In 4 weeks, come back to the same LICENSE OFFICE with your receipt to collect your
license card.
The process for getting a new license is exactly the same as above, except you also need to bring with
you some kind of proof of your residence (lease written in Khmer or letter from your landlord, or
electricity bill with your name and address on it).

I do believe that Cambodia is at a crossroad where it will need a lot more of civil security forces (firemen, policemen, medical staff etc) to assist it's economical growth.alanclarke72 wrote:Does anyone really believe this will happen. Anyway at some point IMO they help to differentiate a shit hole third world country with sweat shops from a country that aim to be considered developped hence give confidence to multinationals to set up HQ and/or send expat staff, host international conventions etc..
Take Thailand for example, when you drive on the main roads from cities to cities you can notice numerous highway patrol cars that can quicky assist when crashes or other problems occur, much more responsive and equipped fire brigades...
