Cultural sensitivity
From my experience in SE Asia, cultural sensitivity is stressed, Westerners should always be aware of locals' feelings and try not to offend. I agree with that, but I do feel it gets used in the same way as the race card is often played.
Years ago I had an external hard disk stolen from near the desktop computer in the Teacher's Room.I remember when I and another teacher complained about things disappearing, one Khmer teacher responded that ' there are no thieves in Cambodia', and accused us of ' looking down on Cambodians'.
In another incident, I was accused of looking down on Khmers for telling my Cultural Studies class that Cambodia is the only country in the world with a building on its flag. The same clown who pulled me up for it recently used my photograph to promote his school, without my permission.
I agree we should be sensitive to other cultures and try not to offend people, but I do feel the card is being massively over-played to cover incompetence, negligence, corruption etc.
One Khmer recently got upset with me because I criticised corruption in the WP process. How they take this and turn it into a criticism of all people in Cambodia is beyond me.
It just seems that any criticism of anyone is automatically taken as including everyone. It may be a deliberate, planned strategy to curb criticism of corruption, I don't know.

i think you also have to ask how free people feel in expressing an opinion...criticism has a chequered past...my missus has no problems laying it on but then she's far away from any backlash...

A girl I know once started swiping through the pictures in a guy's phone after he had given it to her to look at a specific picture (a mistake). He got rightfully pissed as she started swiping and saw perhaps s compromising picture and went: "Ooooh!!!??". As he got up to take it back, telling her he gave it for her to look at that one picture, she leaned back, evading him and kept swiping with a huge smile on her face. When he finally got it back and expressed his displeasure (in a stern way, perhaps overly so). He said he trusted her and considered her a friend, but no longer did. She got ultra defensive and played the "it's Khmer culture" card. Basically, the last resort of a scoundrel. Even two other khmers present later agreed with me that it was bullshit. Had she just apologized it would have been forgotten, but she kept insisting in a vain attempt to save face.

It's been years, probably since I speak fluently and became Cambodian citizen, that I don't give a shit about it and tell things how I see them.
Whereas I shock a farmer or a 3 stars general, they usualy don't have much arguments to counterattack.
The only time I refrain myself is when, we, they or I, are drunk.

I had a Khmer director of studies tell me that corruption is part of Cambodian culture and that basically I was being racist by not accepting it.

It's true in the sense that Khmer's are quite possibly the nosiest people in the world and are quite impulsive though, so in this case - ''it's khmer culture'' was probably about right.
