I once tried to check 2 people that refused to sign consent to a CRC in the UK. Without the person's consent and signature, it's almost impossible, the UK likes protecting criminals, some privacy law BS. So a kid ends up getting abused because we didn't want to infringe on someone's privacy? Nice.
I would welcome CRC's and yes a lot of people would have to leave, but some schools would just ignore most convictions except the most serious ones.
The teachers would end up getting shafted for the cost, the government would come up with some deliberately misleading law stating that it is 'the responsibility of the school' (notice the word cost is missing, neat, eh?) some cnut expat would run to a certain paper, start a rumour about a fine, then have an agency handling these (for a fee, of course). Certain schools would have middlemen processing them for teachers (at an increased fee)..gmjs440 would start masturbating furiously and start a false 'joke' which he would later backtrack on/lie about, it would be erased....

What is wrong with the teachers having to pay for their own police clearance check? It is standard practice in most industries where they are needed. You simply apply online, you pay something trifling like 22 quid and it arrives a couple of weeks later. You are issued with a certificate that (hopefully) says you have had no convictions since the age of 16. It can then be used for all future school applications. No involvement of the school. No involvement of agents. No involvement of Khmers at all.
It seems pretty reasonable to me. No certificate, no chance of working with children. Simple.

Second, you're wrong. It is very easy to get such clearance. I have done it myself from Cambodia for UK, Australia and NZ. Cheap, easy to do online and it took just a couple of weeks.
Third, that's nonsense. I've implied nothing of the kind. It doesn't strike me as unreasonable though to expect teachers wanting to work in Cambodia with children to take the effort themselves to PROVE they have no prior convictions, particularly given the number of instances of pedos escaping their home countries and coming to Cambodia to work as teachers. The pages of 440 have literally dozens of examples, including this guy.

I'm not worried about paying the fee, it's even cheaper than 22 quid for me...IF no Khmers are involved. The problem is the paperwork. I'm not sure about your system but SA requires fingerprints. The prints have to be done somewhere, so yes, Khmers ARE involved. And when that happens...How do you get away with not doing prints? This highlights another issue: why does it have to be so difficult? Is it not in every law-abiding person's interest to have an efficient, cheap system?
Anyway, my position is clear, even if it costs me, I welcome it, as one poster has already said, it will drive out a lot of the fiddlers, and possibly result in higher wages.
However, I do feel that they should demand it of everyone who is working, access to kids is really easy even outside schools, and one does not have to teach to be a paedo. It's not just paedos, either. Loads of people with quite serious criminal records here for other stuff.

Fair enough on the finger print issue. Im sure it would be relatively easy to get a notary to sort that and - despite what you say - one of the major embassies. There may be a small admin fee. I don't know. I've seen people walk into a law firm here and get similar services done for free - but maybe they knew people there. I dunno.
The U.K. Embassy doesn't do passports and hasn't for a while. It's been outsourced and is very efficient with reports that passports get back to Cambodia within 2-3 weeks.
