'Census' of foreigners 'living and working' in Cambodia to be completed by July - Deputy PM
This appeared on DAP News yesterday. Apologies for the Khmenglish translation but it's the best I can do. What they mean by census is unclear, and it's also a bit vague regarding 'living and working'. Does it mean just those living AND working, or also those just living?

On the occasion, presided celebration th anniversary of the 71 birthday of the Cambodian National Police on 16 May 2016. At the Interior Minister Samdech Kheng, said the need to manage and resolve the migrants who have made the census done by urging resolve the policy of the government and continue to take steps along the international gateway for any foreigner would dare to stay illegally in the country.
Samdech continued, "to control the foreigners working in the country in enterprises, institutions by requiring permit and work permit valid, and to continue to strengthen the management of out - entry to the criminal thoroughly to protect to be aware of the out - into the hazards of all kinds of Cambodia, especially targeting terrorism and transnational crime."
He kraleahaom Immigration Department, adding that the current census foreigners living in Cambodia is an important task and to align management's primary statistical until the information in hand. So at the end of June or July 2016 must complete a census of foreigners so far, said that will create a working group to review all the documents. Samdech Kheng confirmed that the relevant authorities are all closed corridors, all because the corridor is a gateway not legitimate people went out - enter illegally because it can bring dirty drugs and goods, illegal crossings that all the corridor along the Vietnamese border, more and Port Thailand more

would you think this is more aimed at Vietnamese than "western foreigner"?.....said the need to manage and resolve the migrants who have made the census done by urging resolve the policy of the government and continue to take steps along the international gateway for any foreigner would dare to stay illegally in the country.

Quite likely, but I suspect westerners will get come under more scrutiny also. I heard a rumour recently about new visa types being finalized for retirees and the final push for work permits to go into effect "soon". I shrugged it off as the usual nonsense, but seeing this thread makes me wonder.

The rumour about a retirement visa has been circulating for a while, and of course it makes sense. I wonder, though, how real it is as a rumour and how much it's wishful thinking on the expat community's part. Sadly, it seems far too sensible an option for the Cambodian authorities to implement.
If it happens, it will be interesting to see what financial conditions are attached to it.

Perhaps this is an indication of what we might expect. Frankly, the harder they make it to stay here the more attractive it becomes to get out and move to, for example, the Philippines. If it's going to cost as much and be as cumbersome to be here then one might just move and get that nice little bump in living standards. Cambodia would be a clown's choice with strict visa rules.Special Resident Retiree's Visa. This is a non-immigrant visa granted to foreign nationals and their dependents who wish to retire in the Philippines. This visa is issued by the BI in coordination with the Philippine Retirement Authority.
I know many who are reconsidering, some on their way out and others that have already left. Maybe this is what it's come to. Phnom Penh will be a ghost town once everybody leaves and tourists have no need to pass through.

Most expats get the Classic which means you have to deposit $10k into an investment there and have $800 monthly income, or $1000 if married.

I agree with Alexandra though. I fully expect increasing numbers of people - especially retirees - to be looking at the Philippines in future, particularly British retirees. Philippines is one of the few countries that UK retirees will get an annual increase in their state pension, unlike Thailand, Cambodia, Malaysia etc.

Maybe cheaper to marry a Filipina and stay there. Haven't looked it up yet, but bringing her to AU or other places is extremely scary if you are nearing retirement age.
