I recently talked to General Mackevili, who says he was there for this conversation and that the victim and his hospital-visiting friend are both American.

Thats a bit of a sweeping statement as there is a fair amount of variability and care in Phnom Penh is pretty good and certainly streets ahead of the hospital I ran here 20 years ago. I certainly would be confident with quite a few of the establishments here.
I have found Calmette on the whole ok. I would recommend Central for more advanced care, they took care of some serious head trauma for me (Ct cerebral scans etc) for example. Central is pretty "top notch" and are pretty good. I use them as my first hospital of choice.
I am the one who has been referenced as the guy who went to the hospital to visit the victim, whose name is Forest. As others have mentioned here, he is American, although I'm not sure how relevant that is to the incident.
The good news is that the victim has awoken from his coma and has been responding to the doctors. Forest's vital signs have stabilized. I'm not sure if he'll make a full recovery, but I hope he does so that he has a 2nd chance to create a better life for himself and those around him who care.
I did reference to a few individuals that his mother seemed a bit unemotional, but that may have been because the embassy had contacted her a few hours previously so I was not the first person to be in touch with her. Upon subsequent interactions, it was obvious to me that Forest had a family back home who cared deeply about his well being and were doing all they could to get a passport as expeditiously as possible in order to go visit their son/brother at Calmette. Hopefully he can recover, stay out of trouble, and seek the help he needs for his physical and emotional well being. Living in SE Asia can do a number to the healthy mind if one does not stay somewhat disciplined and centered. Forest seems to have overindulged a bit which got him into trouble eventually. He was slowly starting to do desperate things in order to keep his dream alive in SE ASIA.
I had given him some money with no intention he would actually pay me back, and during those moments when he borrowed money from me, I can say that I bit concerned he'd end up in a bad situation in Cambodia which would not end well. That's why I was tolerant when he asked for for a bit of money, some food, and then afterwards a few drinks (even on one occasion, just taking a few drinks and then leaving me with the bill as referenced earlier by another poster).
The Irish guy, Nicholas, was spotted by my friend around 12 Midnight having a few drinks with Forest (the victim) outside Golden Home Guesthouse on St. 172. My friend, Dara, actually broke up an incident where the Irish guy apparently attempted to jam a pen down the eventual victim's eye. The Irish guy's unstable behavior was allegedly induced by the ICE (which I believe is a pure form of methamphetamine) that the guy had bought from one of the young, local dealers on that street earlier that night(St. 172). (again, this is according to my friend who drives a Tuk-Tuk on that street and witnessed them interact in Golden Home together)
From there the Irish guy then invited the American to another separate location often frequented at night for boozing, which is located nearby to where the incident occurred on St 19. Although previously having been attacked unsuccessfully by the eventual perpetrator outside Golden Home's dining area, the eventual victim - likely being drunk (according to my friend's eyewitness account) and looking for adventure and excitement - followed Nicholas into my friend's Tuk-Tuk. On the way, they made a short stop where the Irish Man took out a few hundred dollars from the ATM and then proceeded to go out together looking for a good time. A few hours later (6:30 AM or so) they both ended up on St. 19, shirtless and brawling, just outside Wat Phnom. (according to local newspaper reports).
From what I know of the American victim, although he isn't necessarily the most trustworthy guy, he's definitely not a fighter or prone to violence. I can see him simply trying to cover up without trying to directly fight back. Not a good recipe for self-protection when you are being aggressed by a guy juiced up on meth.
The Irish guy has apparently told some visitors that have stopped by to see him in jail that either (1. he had allowed the American to borrow $15,000) or (2. the American tried to steal his ATM card). I've heard conflicting stories regarding those allegations, but neither story can be confirmed from what I know at this time.
His brother has begun a fund to help transport him to a hospital in Bangkok for potentially superior treatment that can be seen here:
It is likely that if the Irish guy wants to stay out of a Cambodian jail for a significant period of time that he will have to cover the full hospital expenses of the victim before being released as well as a few other "fines".
Lastly, Forest has been revived from the coma, so it appears that this won't end up as a murder charge for Nicholas. The hospital facilities as Calmette were surprisingly modern. He's staying in a wing of Calmette that has just finished construction is almost brand new. It is stocked with modern medical and neurosurgical equipment recently donated from a charitable organization sponsored by the international conglomerate GE. I was very impressed at the quality of care when visiting the hospital. Good on Cambodia for working towards improving their standard of care.
That's all I feel needs to be shared with a general audience in order to fill in the gaps that were yet unfilled.

Judging by his Facebook profile, Forest doesn't look like a troublemaker at all. There are pictures of him smiling and looking healthy surrounded by friends and his French bulldog.
How sad that he ran into this iced up lunatic, it sounds like he just wanted to make friends with someone and get a couple of drinks. Tragic. Hope he pulls through and recovers fully so he can return to happier times.

Wait, I do have two cross-examination questions. 1. Did they have shirts on earlier in the night when the Irishman attempted to stick a pen in the Americans eye? 2. When they got into the tuk tuk together, did they sit next to each other or across from each other?
Either way, when a guy withdraws money from an ATM late at night and invites another dude to ride in a tuk tuk with him towards Wat Phnom, and then they end up shirtless, it sounds a bit gay.
