I'd be able to satisfy most of those requirements, but #3, the residence card might be an issue. I doubt it's that simple though.

No, that's why I said it's an issue. It's another one of these things that are stipulated but there doesn't seem to be any clear process in place about how anyone gets one. Or maybe I'm just missing something.

Cambodian law permits multiple citizenships, some other countries don't. Every time I need to do anything official requiring ID I also need to show the original Praka granting my citizenship then I am asked a “huge” top up for being white skin. Last exemple was for a new passport, my wife paid 170$ for the 2 weeks delivery time while I had no choice but to pay 300+ for mine, supposedly ready in 48hrs but that took also 2 weeks for repeated spelling mistakes while they were editing documents
