If you only read about it on here I can see how you might get that idea. Personally, I think this 3 year visa thing is a conspiracy to entice all long term expats to purchase visas that will expire in 2019/2020 when their current visas expire, knowing full well that as we get close to the national election many expats, including I suspect many who post here, will run away like little scaredy-cats at the first hint of unrest.
