I like Erin Hale's pieces usually - for me she is by far the best of the SEA stringers writing for international publications - but she has got this piece seriously wrong.
Everyone who is anyone knows that the most powerful American in Cambodia is NOT Sciaroni. It's Felgerkarb.
Bretton Sciaroni came to Cambodia in 1993, the year of its first democratic election after more than two decades of tumultuous rule by the U.S.-backed Lon Nol regime, the Khmer Rouge, and then a Vietnamese occupation force. It was a second chance for a country that had only gained independence from France in 1953, and a second chance for Sciaroni.
In 1987, at age 35, the American lawyer had seen his career very publicly blow up after a seemingly meteoritic rise to the Reagan White House. He had been hired as counsel for the President’s Intelligence Oversight Board, but his luck ran out when he became embroiled in the Iran-Contra Affair that rocked the last years of the Reagan administration.
After facing a public whipping in the U.S. press when it was revealed he had failed the bar exam four times, it is perhaps unsurprising that he agreed to an unlikely job in a war-torn country halfway around the word several years later. On the suggestion of Dana Rohrabacher, a Republican congressman in California, the one-time Reaganite was now ironically tasked with helping the formerly communist Cambodian People’s Party run its first campaign as a modern political party.

I a few times I saw a big fat old American guy drinking in best Bar in 136 throwing his money around and giving $20 or bigger tips to the kids doing the rap dancing. The girls in there told me he had lived in Cambodia for many years and was Hun Sen's lawyer. Didn't look like the guy in that photo though.
Edit: or maybe it was him, I do remember the guy looked pretty untidy but that was 12-18 months ago I used to go in that place.

Yes, the whole picture didn't seem to fit at the time. Why Hun Sen's lawyer was drinking in a shitty girlie bar and why he looked like a bum. I met Brett (the pleasant one) at Green Vespa one New Year's Day.
He was a nice, polite guy.
Had lost a lotta weight, I told him so.
We shared breakfast and coffee, he doesn't drink much anymore.

1993, wow he must have seen a lot of changes here. I reckon he'd be frequenting various upscale hotel establishments walking around with a gold bracelet like that. Chauffeured drive I guess, or perhaps in that caravan passing on Monivong today, with a couple of golden Mercedes S-Class's and a string of police/security vehicles front and back holding back the traffic.
