Police in Siem Reap have arrested two more Filipino card scam guys, according to this Khmer Times report. I think this is the second or third recent arrest like this. I wonder what has changed their approach from ignoring them to arresting them, after so many years.
Two Filipino men were arrested and charged with fraud over allegedly cheating a 25-year-old South Korean woman out of $9,000 in Siem Reap province, according to a senior provincial police officer yesterday.
The two men were identified as Danilo Alejo De Villar, 65, and Danilo Listanco Llanzana, 57, according to Lieutenant Colonel Huoth Sothy, chief of the provincial internal security unit in the province.
“They were charged by the provincial court’s prosecutor with fraud. They have now been sent to provincial prison,” he said, adding that they has been arrested on Wednesday after a complaint by 25-year-old South Korean tourist Kim Sung Hee.
A provincial internal security officer in Siem Reap who asked not to be named told Khmer Times yesterday that according to Ms. Kim’s complaint, on August 24 one of two suspects’ friends named Mona persuaded her to play cards with Mr. De Villar, Mr. Llanzana and another group of friends. Ms. Kim lost $3,000 in the game.
Ms. Mona then convinced Ms. Kim to withdraw more money to continue playing so Ms. Kim withdrew $6,000 from ABA Bank, he said.

Has the Filipino blackjack scam been going on long in SR? Always hear about it in PP, but never actually heard of it happening in any other Cambodian towns/cities.
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
Wonder if they will ever do the baby milk racket?

The filipino card scam use to be done in sexpats in the philippines and theres been many victims.
1. Trike pulls up next to mark and asks if they want to come and meet girls.
2. Once mark has arrived at scammers remote location the subject turns to cards.
3. Mark us allowed to win the first few hands.
4. Once the mark has built up false confidence the mark loses bigger and bigger pots and gets into a mind trap of recouping losses which they never will as the scammers already know which cards will be dealt and is entirely orchestrated to a predetermined scam plan.
5. Once mark is in debt to many thousands of dollars, the anger, intimidation and threats begin and continue until the scammed debt is paid.
6. Repeat with next mark.
