Street Beggars
Hi, I have visited Phnom Penh twice. Once in March 2014 and again in November 2014. I was only there for 2 days on both occasions, and I mostly used Tuk Tuks to get around. However, I did notice a good number of street beggars around and I did manage minimal contact. I have touchdown in Phnom Penh late February 2017, this time for 12 days. I really would appreciate some good advise on how I deal with street beggars. The annoying street kid, maybe I can handle with a stern NO ( What is Khmer for No ? ). My problem is how do I deal with the more mature lady with a small baby in her arms. I am a nice guy and i don't want to be rude, after all I am a guest in Cambodia. I can give a few Dollars here and there, but I am not a walking ATM. Please help me, this is a big issue for me. Thanks.
It's something you just get used to. A firm no always works. It's not a big hassle. They can probably sense your western guilt and see that as a weakness. After a while it becomes second nature.

you know in most cases its all a show to get money from tourist,using the baby that they care nothing for.the baby is purchased for a few hours and are the true victims,lugged around by either older ladies or even kids,you also need to know that the beggars get more money than most average workers here so,by giving a few dollars to them is just adding to the harm of the baby and or kids lugging them around.
anyone using babies or kids in this way should be locked up.
do not give money to beggars that use babies or kids to profit,if you do than you are part of the problem.

Saying no does not help. Ignoring is the best way. Or a using a nonverbal, non-engaging gesture. I use the Cesar Milan method: "No touch. No talk. No eye contact." Just shake your head, or make the "no/I don't know/I don't have" hand wave while not looking at them directly (anyone know what this gesture is called? It's close to "jazz hands", but isn't. I can't find an animated gif that shows this movement but I gave up after about a minute). Peripheral vision works just fine, and sunglasses really help, just not inside or at night 'cause that would make you a douche.
Here are some basics that might help:
1. That girl is most likely not the baby's mother. She has probably rented the baby, or her adult handler has assigned her baby detail for the day.
2. The child beggars are usually working for an adult. These "beggar pimps" are usually never seen. But the women pimps on the riverside dress alike and all carry the same kind of cheesy vinyl square handbag over their shoulder.
3. All beggars have the opportunity to get help from many organizations here. But there's no immediate money for them or their pimps, and begging is so much easier than school and work and basic hygiene etc, so they choose/are forced to keep looking for "good-hearted" suckers like you. This is a good organization, imo:http://www.friends-international.org/index.php. Do some research and donate to a charity or organization that you think does good work.
4. The kids don't keep the money. Pimps get it. When you buy food for a kid, that means the pimp doesn't need to feed them therefore saving the pimp's money for essentials such as: meth, booze, cards, gold chains, iPhones, etc.
5. When you give a beggar money (or buy an overpriced shitty photocopied book, bracelet, whatever), you are basically saying that what they are doing is good, and they should keep it up. You are indirectly enabling them (or damning them) into becoming drug addicts, drug pushers, prostitutes, motodops, or unidentified bodies floating in the river. You, and your money, are helping commit these people to a life of shit then early death.
People tend to follow the path of least resistance. Free money and food for just walking around and bullshitting all day is pretty easy. If the money dries up, and the easy path is gone, only then will most look for another way to survive and maybe even thrive.
I'm sure others have more insights or advice. Many others will vehemently disagree with me and each other verging on violence, or diss significant others, or make jokes. Kay surraw surraw.
Oh, and regarding #3: There's a man begging around town with a big-ass goiter on his face that hangs down to his shoulder. It looks like a giant, brown, hairy, ballsack. He's been around for a very long time. I personally know 2 doctors who have offered to do the surgeries for free. And last year (?), there was an Australian couple who were going to raise money to pay for his operations (I can't find the link to this. I think I read it here or on CEO). Stupid morons! Of course he's not going to remove his money maker! He has something special, and he's going to flaunt it. Would a Kardashian get butt-reduction therapy? Would Bruce Jenner keep his penis? Mr. Teste McBallsackface makes way more cash than a sweatshop worker, he's outdoors all day getting exercise, he's his own boss, and he "works" whenever he feels like it. He's got it made! He doesn't have a problem, you (not you specfically, I'm generalizing the western tourists with big hearts or who don't want to seem rude) are the ones who can't understand why he would want to go through life like that. He's happy. You're unhappy until you change him to your way of thinking, grasshopper.

Just ignoring them as if they didn't exist don't work as good in my experience. But acknowledging them with a firm yet polite decline gesture most often times gets them to get the message and move on to the next target.
