Stung by international criticism about rampant corruption and political cronyism in its judicial system (remember the 2015 US report slamming the Bar Association of Cambodia and recent FB posts about it costing $50,000 in 'donations' before you could become a lawyer here) Cambodia is turning for help to that beacon of judicial independence, China.
I'm sure they will be able to help, and that everything will be sorted in pretty quick time.
China is to help Cambodia revamp its judiciary, a system that opposition party supporters say is in thrall to Prime Minister Hun Sen, and that the United States has criticized as "politicized and ineffective".
The two sides signed a memorandum of understanding on Chinese assistance for Cambodia's courts this week, Ministry of Justice spokesman Chin Malin said on Wednesday, adding that China would provide training, finance and expertise.
"There will be training and exchanges of visits between the two countries' officials, at a level up to technician and minister," Chin Malin told Reuters.
China would also provide expertise to improve Cambodia's commercial courts, he said.
"Assistance for the judiciary is like promoting human rights ... Once, there is a good legal system, it promotes respect for human rights."

This pivot to China and Russia is a seriously troubling trend at this stage of Cambodia's development. What's done now can't be undone easily. I've said this before and was ripped apart for it, but I seriously think Cambodia is on a one way path to becoming a failed state, epitomised by a vast dependence on Aid contributed by political cronies on one hand, and the guilty west on the other, rampant corruption at every level of society, pitiful healthcare and education standards, no political process, a government utterly indifferent to the fates of its people, a failed and arbitrary judiciary and security forces, no infrastructure and - more importantly - no brake on its downward momentum.
When you look to China for aid on developing a judiciary you know you are fucking up big time as a country.

I find it difficult to believe that all that money USAID has been throwing at Cambodian judicial reform since 1994 hasn't made some dent in the problem.

Cambodia is not the only one in the area flirting with China these days. It will be interesting to see what happens in SE Asia in the next decade.MANILA (Reuters) – Philippine President Rodrigo Duterte said yesterday he would visit Russia and China this year to chart an independent foreign policy and “open alliances” with two powers with historic rivalries with the United States.
Duterte said the Philippines was at the “point of no return” in its relations with former colonial ruler the United States, so he wanted to strengthen ties with others, and picked two global powers with which Washington has been sparring with on the international political stage.

Whatever made you think Cambodia will ever be more than that? Impossible for the next 2 generations, at least, with their current leadership and culture.
They've been a failed state since **1975**! They couldn't feed their own population. They've been on life support ever since, and even still suckle.
They're bad, and it's deep on the culture. "Be a coward, appease to survive. Doing nothing is always better than doing something. Let the rich and powerful stomp all over you."
They've also got that intellectual genocide against them too.
