APLE; and the lack of decency with underage girls

Ugh, this post almost brings me to tears.

I have never posted on this board, but I've lived in Phnom Penh for 5 years since retirement and have enjoyed the bickering on this forum since day one. All of you are highly entertaining.

However, I am old and tired and I just want to be left alone, but in a previous life I was a police detective (Houston, Texas). I came across a "friend of a friend of a friend of a friend of a friend" type of scenario where some perp was trying to procure a ""12-ish" year old girl. He specifically asked me for photos of any potential vics not knowing that I had a law enforcement background...

He only knew my wife and didn't know my background in the US, i.e. a law enforcement background.

I contacted APLE immediately, who I thought actually gave a damn about underage exploitation, only to be stonewalled. They clearly don't give a s***.

I had my Cambodian wife contact the local police chief who seems to not give a s*** either.

How the f*** do you report the (eventual) exploitation of a 12-year old girl?

Am I missing something?

I have lived in Cambodia for 5 years as a private citizen and I just want to be left alone, but I won't stay silent when there is child exploitation. Any suggestions for POCs would be greatly appreciated.

Maybe report and provide the information to the Child Protection Unit led by James McCabe?

Is the perp distant friend Khmer?

How did APLE stonewall you?

The Friends International Phnom Penh childsafe hotline is 012 311 112.

I explained how we dealt with child exploitation cases in the US, from start to finish, until turning it over to the proper unit which I can guarantee, is a million times more efficient than how they do it in Cambodia, and they didn't even bother to reply. Not even after multiple emails. So it's not like the 1st got stuck in their junk folder by mistake. They just didn't respond.

Who are these clowns?

And foreign donors actually give them money?

p.s. Thank you so much for the hotline for Friends International. I will call them right now.

Did you tell them repeatedly that you were ex US law enforcement?

England is obviously way ahead of Cambodia.

In England, an outfit called *DARK JUSTICE* lures potential perps online to a meeting where they are - to their horror and dismay - confronted
by the sort of people active in *DARK JUSTICE* - led by a guy with an interesting criminal record and so many hideously amateurish
tatoos that he looks like he fell in a printing machine - then the piggies (HOORAY! HOORAY!) show up and the hapless gullible ninny
is eventually hauled in front of a court and awarded a custodial sentence for proposing to do naughty things with a girl under the
age of 16 WHO DOES NOT EXIST.

A Dutch do-goody outfit called *TERRE DES HOMMES* has gone one better; they hired talented computer nerds to create an apparently-plausible
ten-year old Filipina who smiles coyly at the camera and is - it seems - willing to do naughty things in front of a camera lens if enough
money flows her way.

Hundreds of silly men were eager to send *Sweety* money and *TERRE DES HOMMES* did everything possible to ascertain who they
were so that the police in Chile, Finland, Qatar and so on could go and bash their doors down.

You can find *Sweety* the artful creation of the cybernerds hired by *TERRE DES HOMMES* on YOUTUBE.

Sweety is a well-crafted creation of the CGI era but no person with a working brain would believe her to be real.

So just to trying to understand how exactly they "stonewalled" you here - is this right... You emailed them telling them you had info on a potential offender, but you didn't give them the necessary detail, thinking they would then contact you for more information, which they didn't. Is that what you say happened?

I wish. But, no. It also involved 20+ phone calls to their "report abuse" hotline. Their staff simply didn't care.

I don't mean to press, but I am trying to understand. In what way exactly? Did they refuse to take your information, or not understand English, or just hang up on you, or what?

To clarify, I did not mean to denigrate the "The Friends International Phnom Penh Child Safe Hotline". I just called them and they said they would take the case. I only meant the previous.

So my apologies if anyone thought I was disparaging the "The Friends International Phnom Penh Child Safe Hotline" as I have zero experience with them so far.

My only experiences before have been with APLE and with the Cambodian law enforcement.

And, look, I'm not naive. If it was some dude looking for a 17 or even 16 year old girl I'd probably turn a blind eye. But a dude looking for a 12-year old chick. I'm sorry. I might be old and with grey hair but somebody needs to lock him against the rail and teach him some manners.

Hello LTO,

Yes, they took the information, and their English was passable...but in the end....it was like calling a "call center" in Manila. They just didn't care.

I told them that a Russian-French national was flying into Phnom Penh next week to rape a 12-ish year old girl and the "call center" girls couldn't wait until they got off the phone so they could go back to whatever app game they had installed on their iPhone.

They just didn't care.

I'm not an idiot. And I have handled more child predator cases than probably the entire police department in Phnom Penh bothered to even to look into.

I'm trying to enjoy my retirement and I don't want the drama and b.s. But in 10 days, there is going to be some 12-year old girl getting raped by a barang and no one gives a shit about her. End of story.
