THREE (....) sets of traffic lights have just been erected on the Riverside, thus ending the free-flow of vehicles on the only reasonably open road (off-peak) this side of PP. Who comes up with these daft ideas???? As usual, I suspect there will be no right turn allowed on a red light (going South that is, unless you want to get wet....), with a cohort of cops hiding behind a nearby tree close waiting for motos.

Meanwhile, farther south on Monivong, between Sihanouk and Mao Tse Toung, they've removed all the dividers and resurfaced. Result? At the moment, there are neither lane markings nor dividers -- it's one big, smooth, unmarked racetrack. Apparently there have been 100 sets of lights put in across town. A Japanese aid project.
In Vientiane they put lights in next to Politburo officials' houses, so that they can press a button in their car and stop the peak hour traffic to get their Prado out of the driveway.

I've just checked out my commute and the map shows existing traffic lights which are just being upgraded.
Street 154 / Riverside, (next to Amanjaya Pancam / K-West) seems a strange position for traffic light 104.

Is this another form of revenue collection? You can't incur a fine unless a red light is installed first.
Snap a photo of the face and license plates (with high-quality Japanese micro-cameras, I'm sure) and collect revenue from them with evidence.
Seems like the cages are being set ... Not sure they want to *ease* congestion ...
Still wary of foreign aid ever since the titling project saw hundreds of landowners bilked out of their properties ...
The road to Hell is paved with good intentions (in Cambodia) ...

It's a step forward, the traffic is becoming more and more chaotic. They have designed what could be a better system, where traffic light timings depend on the flow rather than just set timings. Obviously it depends on how many drivers conform or how much it can be enforced. Besides that it's pretty frustrating when every positive initiative here gets slammed before it even gets a chance to work. JICA know what they are doing, quit the bitching!
