Is he the guy that filled his apartment up with items "acquired" from expats. Till such a time as the whole apartment was so full of stuff, he had to knock a hole through the wall into the adjacent empty apartment to carry on collecting?

Or perhaps it's SongtanSally? Hard to tell really.

no photo of the poor fan at large will ever surface..
No one would go out, buy a fan, and take a photo of it thinking "just in case it gets stolen in the future"

But he may be able to take a photo of a generic fan with a proviso that it's not the actual fan. At least then we'd have an idea of what it was like.
Has he posted what size or colour it was for instance?
That sort of stuff can be useful for id purposes.
