Its not like you cannot go to bars and not drink if you so choose. No one will care. Its just a weird experience overall, when everyone else is going to an alternate reality and you're stone sober. And, unless its a religious decision, or you're a total alcoholic who cannot control yourself and had to swear off it completely, you will usually cave in and have the proverbial one ... which is all downhill from there, haha. I'm also just as bad about smoking. Not that I've traveled that much, but I've never been anywhere where its easier to meet people than Phnom Penh.
Here's a way that I kind of fell into. I'm sure there are many others:
1. See what bars people like on khmer440.
2. Go out to those bars in the evenings.
3. Be nice to people.
4. If you don't like a bar after a few tries, don't return. On the other hand, don't be surprised if you end up liking a bar that you initially did not like.
Over time you're almost certain to meet some very fine people, some real low-lifes, and everything else in between. You might even discover some redeeming qualities in some of the low-lifes given enough time.

The problem with the world is stupidity. I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?

I attended a HHH event and it was great, and everyone was so friendly an welcoming. I would say, one of the best ways to meet people. It is designed to encourage friendship and social interaction. There's also a bike hash in Phnom Penh on the first Saturday afternoon of every month (and you can easily rent a bike for $5 if you need to), a "full-moon" hashing pub crawl every few months, and a recently started Bokor Bike Hash in Kampot which I'm not sure house much it will be meeting (once a month maybe). The hash is certainly a good way to meet an assortment of people - it's also a great activity to do while traveling, so you can meet locals (local people and local expats) and see the countryside.

Even those examples rely on a bit of contextual knowledge. The uninformed might think the activity is harriering and turn up expecting a ride in a jump jet. Whereas for example Phnom Penh Cycle Club is pretty unambiguous.

The advice posted about going around bars or trying out the harriers is pretty sound. I don't live in PP anymore but if they're open, there's a few places that should be good to try. Showbox at the happy half hour isn't a bad place to meet people. Mini-Banana usually has a friendly crowd. Longlin usually has some interesting people floating through, though they can be a pretty mixed bag.

It was sometime during 1937 when Gispert (or simply "G" as he was known to his friends) acquired a taste for the paper chase with the Springgit Harriers in Malacca (also in Malaya). Shortly after being transferred by his accounting firm to Kuala Lumpur he gathered together a number of fellow expatriate businessmen to form a harrier group. The first run was held in in December 1938 and the founding members included Cecil H. Lee, Frederick "Horse" Thomson, Eric Galvin, H.M. Doig, and Ronald "Torch" Bennet.
The group's name came about primarily because local authorities required legal registration of the club. While the "Kuala Lumpur Harriers" would have appeared a logical choice, "G" decided instead to use the nickname for the Selangor Club where a number of the local harriers both lived and took their meals. It seems that due to its lackluster food, the dining room was commonly referred to as the "Hash House."
