I just plain ignore them. I feel that if they are entitled to invade my personal space or bark at me from across the road, I'm equally entitled to treat them as if they are totally invisible to me. Not in a condescending or snooty way, but as if I didn't hear a thing. It's surprising how many times they say to each other that I must me a deaf guy, rather than just catching on that I'm not interested. It took practice, but I'm quite good at it now. (As well as actually being partially deaf anyway).

Just say "atay", or "atay akun" if you want to be polite. It is normally enough.
In my experience of Cambodia (since 2007) I can only think of one time where a TukTuk could be described as harassing. The guy followed me while I was walking near the Royal Palace for about one hundred yards.
You want to try Africa or the Middle East if you want to find out what harassment is. Cairo with its touts is probably the worst place I have been.

Khmer people find it funny/weird.
I don't like screaming NO FUCK OFF (in whatever language) over the noise of traffic when the guy is sitting on the other side of the street, or 6 lane highway / boulevard, etc..

The problem with the world is stupidity. I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?
