I put a multi-meter on a fan connection and it read 230v.
Is that normal?

Someone who knows more about it is welcome to correct me if I'm wrong, but as I understand things the standard in Cambodia is 230v, and that furthermore a few volts give or take between 220-240 doesn't make much difference to whatever's plugged in.
