Passport debacle
I saw the CCTV. Looks to me like the virak buntham employee left the box unattended kerbside in the bus door for a thief to pick up. My money is on inside job. Nobody sleeping.

I am thinking that there are people that have a market for stolen passports, perhaps some kind of organized crime? If so, it would only have been a matter of time if they wanted to target a package of passports like that, and they could have watched them for a while before making their move.exray wrote:I saw the CCTV. Another thought of mine was that it would be a good move if someone wanted to delay another party for some purpose.
The problem with the world is stupidity. I'm not saying there should be a capital punishment for stupidity, but why don't we just take the safety labels off of everything and let the problem solve itself?

It's an interesting situation. My understanding is that, as a general rule, no matter how badly Khmers screw up, they don't pay money to foreigners to compensate them for those screw ups.
If you're looking at the cost of 50 lost passports needing to be replaced - embassy fees, transport to Phnom Penh, hotels, photos, cost of buying a pen to fill out the new passport application because your average Sihanoukville expat doesn't own a pen, etc., I think we very easily could be talking about $10,000-$20,000 in compensation due here.
Why doesn't VLK say "The bus company we deal with screwed up. We're sorry, and we'll refund any money you've paid us for the extension, but we're not paying for you to get new passports. We'd rather roll the dice with the bad publicity than pay out $10,000 - $20,000 here. This is what Cambodia is all about - the freedom to do whatever you want without legal consequences."

Let me try again.
Perhaps there are people that place value on stolen passports; they want them and know what to do with them. Maybe the Russian Mafia or some organized crime syndicates. Do you think thats plausible?
With some surveillance and some planning, it would have been easy to execute that theft then, its not like the passports are transported in an armored car with armed guards.
Also, If someone wanted or needed to delay another person so they could not leave the KOW for a while, that could also have been accomplished by intercepting their passport, which could also be a motive for lifting them.

Is it possible that a stolen passport has some monetary value to someone? If someone would pay $100 per passport, thats a pretty big prize for one nights work. But, this is all a big question I am putting out here. Does it have any value?

It probably has more value to the person it was stolen from. I've done countless retarded things in the KOW but handing my passport to a pimply-faced Khmer courier to transport via bus transcends even my level of stupidity. Morons.

I go to a reputable travel agent in the capital where I am given a receipt for my document so that they are accountable in the event that something goes wrong. Not totally Khmer-proof but far better than adding another cog to the machine.
