I've never permanently deleted a Facebook account, but I would think that if you know someone's phone password (or they leave their phone unlocked) and you try to permanently delete their Facebook account, FB will prompt you for the FB password or send a confirming email to click or something like that. I think he could temporarily "deactivate" the wife's account pretty easily but permanently deleting it might prove to be beyond this dumb ass' ability.
