Also, I know that people like to say to schools and NGOs "do background checks" but that's a lot easier said than done. I mean, if I had $200 to do a background check on a French guy I wouldn't know where to start and wouldn't find anything. And it's very possible that he has no criminal record for this sort of thing.

Another aspect is that the French guy may just be the subject of a character assassination attempt here.
Though people don't appear to be tripping over themselves to defend him, or vouch for him.
His accuser has no online footprint beyond four days ago.
I know Cambodia is inefficient, but reporting a guy for child rape three days before KNY - and police saying "Cannot because: KNY", doesn't sound right.
The CPU have been notified by people on the FB groups, so sure it will be cleared up soon one way or another.

You are correct in so much that you as the forum owner are protected by law. But, as is the example in this thread, once you participate in the discussion, you then lose your protection.
So the buck actually stops with you now.

Section 230 distinguishes between active and passive participation by forum owners in potentially libellous threads. Simply commenting on a thread where accusations are made does not make me culpable at all. Were I to repeat the allegations then I would be as culpable as any poster, not necessarily as the owner.
