What percent of schools in Cambodia require these from foreign teachers before hiring them? We know Home of English doesn't, they hired Erdmann.

Yeah they certainly aren't difficult to get (certainly in U.K.). 1. Advertise in all job postings that any hiring is conditional on successful completion of criminal background check, to deter criminals from applying.
2. Give prospective teachers a post-job offer pre-employment background check type personal information questionnaure to fill out asking them date of birth, names used, addresses lived at, and whether they have ever been arrested or convicted. Tell them they will use this info for running background check
3. Don't actually run the check because it's a hassle and sort of impossible to do for people from some countries.
This is still better than nothing - many criminal types will admit their criminal histories to some extent when asked and try to put a positive spin on it.

You wouldn't need to be Einstein to suspect that the check will never happen.
Make a recent CRC document part of the application pack - the responsibility of and at the expense of applicant. Serious applicants won't blink at this requirement.

Depends. Where are you from? In the US state and federal agencies issue them. Every country in the world will provide a criminal record check. A friend recently migrated to NZ and had to supply 10 of them for places he'd lived over the past 15 years. Cambodia was the only place that required him to be in the country to apply.
Its also simple for an employer to check the veracity of a CRC, once received from the applicant.
There's no excuse when hiring for a school or organisation, especially someone fresh to Asia. Anyone serious about working with children will already have got one before they left, and various organisations - though not enough - require them to join in paid or voluntary roles.

I'm not suggesting that any arrest or conviction should mandate a denial of employment. Certain crimes would probably be automatic disqualifiers, other crimes wouldn't be.

I think some people are little hysterical about all this. Having worked at two schools here, it's my opinion that, as well as the the vast majority of teachers being decent people and here for the right reasons, it would in fact be very difficult for a teacher to get up to no good with the kids, the opportunities simply don't exist.
Orphanages on the other hand are a different thing altogether. They are like bording schools, and we all know what goes on in those.
