Barang rates for tuk tuks in Phnom Penh?
I was told anywhere in the downtown core should be 2 dollars to 2.50. I've been getting them for these prices since I got here a week ago. I was at the Aeon Mall today and quoted 3 dollars. I offered 2 and then pushed it to 2.50 but the driver wouldn't budge and glared at me like he wanted to fucking kill me. I done the walking away thing hoping he would call me back but it didn't happen with him or about another 3 tuk tuk drivers in the area. I ended up just paying 3 as it was getting dark and I am new to Phnom Penh and didn't want to be wandering the streets trying to find my way home.
Now I am new to Phnom Penh so maybe I am in the wrong and Aeon Mall is further outside the downtown core hence the extra buck or so on top. To be honest the distances these drivers take me according to google maps is about 3 km every time and I have no problem walking that distance even in this heat but as I am new I am still trying to find my bearings in getting around the city. Out of curiosity how much do Khymers pay for tuk tuks? A dollar? A couple thousand riels? I have no problem having to pay more than the locals by the way having a big white head on me but am just curious as to how much they pay. It must be a lot less as the only people I can see that get screamed at by tuk tuk drivers driving past are white people and to a lesser extent Chinese.

Aeon is a bit outside the downtown core and there's traffic around there at dusk and the tuk tuk drivers who pick up fares there are greedier than normal.

I think they charge more from Aeon because they are at Aeon...gotta have casharoony to be shopping there, therefore they want to squeeze you for some of it.

My understanding is the guys inside Aeon's parking area have paid some fee to be there (presumably because it gets them first access to the customers) and so have slightly higher rates. Walk outside and you get the same rates as usual.
Yes, this might be correct. I always have trouble going to Aeon and back and find someone charging a 'normal' price. Even outside the mall they tend to overcharge. The tuk tuks inside have to pay to Aeon, just like at the airport, to be there and have first access so you definitely pay a surcharge there.

From street 19, behind the royal palace, a tuk tuk to Aeon is 5000R. Exnet shows just under 8000R for a taxi.
OP: do you have the Exnet app yet? Even if you don't use their taxis, it's a great way to get pricing estimates. Tuk tuks should always be cheaper than airconned Prii (Toyota actually issued a press release regarding the plural of "Prius").
There's also the go tuk tuk app http://www.go-tuk-tuk.com, but I haven't tried it yet.
Edit: I just installed the go-tuk-tuk app, which is still in development, and it doesn't work for me at all.

It's easier to haggle before you get in a tuk, if the driver accepts a fair quote I will usually leave a small tip, everybody happy and smiles. Pineapples are dear at the moment.

I use Exnet a lot. From the centre to Norodom Pencil I am always quoted $2 (or more) by tuktuks. It is $1.50 on Exnet. It was brilliant over the holidays, a car always came quickly. I must admit I quite enjoy saying repeated no thanks to the tuktuks, who probably figure they will get me in the end because I have no alternative - and then a nice car pulls up and I hop in.

i don't seem to be able to get a random tuk tuk to accept anything like 5000 riel going anywhere. Im' hard pushed to get them to accept 6000. Mostly I just pay $2 and avoid the failure. The only time I get a good rate is through the tuk tuk driver who sees me as a possession
