Where is that photo from? It's from the "Angkor Pets Dog Social Sundays."
It's a weekly event. They posted a bunch of photos on their Facebook page of the dog lovers in attendance that day:
If you look at photos 16 and 17 of this event, you can see Heng Bunmeng , with blue shirt and purple sweater/jacket, the same clothes as in his selfie that day. He was there petting dogs. It's unclear if he brought a dog. There's a husky there, I don't think it's the stolen husky but I don't know.
The Siem Reap dog owners are saying on Facebook that a number of expat dogs have recently been stolen. This guy Heng Bungmeng, the owner of Millennium Guesthouse, was attending expat dog social events, apparently without a dog.
Mr. Hanger's dog was stolen on Sunday and Heng Bunmeng tried to sell it on Facebook on Monday, using a fake name. When Mr. Hanger called and told him the dog was stolen, he immediately hung up and turned off his phone and deleted the FB account. He didn't say "are you sure, I bought it from xyz, maybe you're confused, maybe it's a different dog." He just turned off his phone, which also meant turning off the phone number listed for his Millennium Guesthouse, because he's a moron.
I've messaged Heng Bunmeng and asked him for comment on this thread.

I meant I doubt he stole it himself. HE likely hired some petty thief to do it. What's more likely is that he's owns a puppy mill or network of stolen dogs from PP and SR. I doubt the supposed owner of a guesthouse goes around stealing dogs himself. He likely buys random stolen dogs and occasionally scopes out dogs which he hires people to steal for him.
