So I was enjoying a late breakfast with the family last weekend at Metro on the riverside when there was a minor incident outside which attracted the attention of the security and tuk tuk drivers etc. Turns out that there was a customer sitting at one of the tables outside whose dog had bitten one of the kids who were begging for money. The incident managed to illicit some comments from one of the Metro patrons to the extent that the owner should take full responsibility for the incident and take the child to a clinic to be checked out - in fairness I believe one of the individuals at the table with the dog had taken it upon themselves to go to a pharmacy.
Having not seen the incident first hand my initial reaction was as per my fellow patron that the dog owner should be responsible and I quietly congratulated myself for not succumbing to my sons frequent requests for a puppy... But while driving home and thinking about it some more - it was a quiet day! - I admit I had mixed feelings. Firstly should some credit go to the dog insofar as it seemed able to make a distinction between the Metro staff/fellow patrons and a more obvious threat being the advancing stranger? And I guess its on that point where my feelings are little mixed - I assume - and again I note that I did not see the event firsthand and I appreciate that a child is involved - that the begging child invaded the personal space of the patron and in this case the dog. And I wondered - to what extent should the child be a little responsible for taking it upon themselves to enter that personal space.
Anyway - I was left with the underlying conclusion that yes the dog owner was indeed responsible and should be responsible for the actions of the dog - but I was a little more sympathetic given the circumstances. Of course the minor incident could have been avoided if the dog was not at the establishment in the first place. Interested to hear your thoughts.

Not having beggars, people selling knick knacks etc. in tourist areas are hard to prevent, it is part of the living experience here, this also goes to local dining and wining areas as well. Unless the dog is provoked, but I supposed the child beggar in this case kind of did by invading its owner privacy, but what I am saying is your post doesnt specifically say the dog was being touched and harassed by a stranger.
IMO, if you are taking your dog/pet out in public it should be trained. So my take on this case is the dog owner should be responsible for the injury that it caused towards the child beggar.

First of all street kids have no business going to Metro unless they plan to purchase or deliver something for the business. The fact that beggars even manage to get in is a failure of the security guard and the restaurant manager for allowing it to happen. If I'm paying an establishment to relax and enjoy myself it's totally unacceptable of them to let people in when you can tell from miles away that the conversation they want to have is "hello manni manni suh suh manni" or "brotha hello hello brotha hello brotha". Of course the sangkat is in on it and owners just tolerate it, making the Riverside an overall unpleasant place to dine. It doesn't make it less bullshit.
Secondly Khmer citizens get free rabies shots next to Calmette. It doesn't sound like the dog ripped the arm off the beggar, probably just gave a warning bite. Nevertheless, Lucky supermarket sells nozzles for dogs that can't behave.

I didn't see either the dog or owner - my family and I were sitting inside and the incident happened at the outside tables. The details were relayed via the Metro staff and by the time I left only the boy was outside with a few locals. As you mention - it didn't appear to be a life-threatening injury just a small bite by the looks of it.

Dogs should not be allowed in restaurants and bars. If you bring one with you then you are responsible for its actions.

I believe the correct dog etiquette is to use a fork and steak knife, and go lightly on the gravy. A sauvignon blanc is the preferred accompaniment though I find a sharpish rose pairs nicely with the small, yappy types.

Dogs should be vaccinated against rabies and trained not to bite people. If your dog is aggro it shouldn't be allowed outside without a muzzle.
Was the table on metro's property or on the pavement? You can't complain about strangers getting too close if you're blocking 90% of a busy thoroughfare.

I'm of the opinion that dogs have no place in a restaurant.
If you want to share a meal or eating experience with your dog,
Just eat with him / her in their kennel.
And by the way,
There is no such thing as a minor Dog bite.
You cannot measure the damage by the amount of blood loss or torn skin.
The bacteria in their mouth will cause even a small bite to become infected.
All bites by animals should be treated as serious.
If you want to share a meal or eating experience with your dog,
Just eat with him / her in their kennel.
And by the way,
