The first WP I did was 3 years ago. I had to pay under the table from first business visa, dated 2011. If you are on a new passport, generally they will ask to see the old passport too. An expired UK passport, for example, will have the corner cut off, but the front of the old passport will be stuck to the back of the new one. That's simply not true. My work permit this year was my first in a few years. I was using a new passport, wasn't asked for my old passport, and didn't have to pay any penalties. The admin girl at work did everything, didn't have to go anywhere or do anything other than provide a couple of photos.
The law is as I have quotted. There are of course ways of ducking and diving. Read some of the old posts from 2013 -2014 when they started WP.

So UK passports now are twice as big as they have the old expired passport attached to it? I've googled it. I can't see anything.
Also the embassy doesn't do passport renewals.
Where did you get your information?
You only need to keep both passports together if you have a valid visa in the old passport. Are you sure you aren't getting confused by this?
