Can American "legal advisor" Keith McCarter get you Cambodian citizenship, work permit, teaching job, and apartment?
In Laos paying an agent or “legal firm” to get you an annual work permit/stay permit and the multi-entry visa these come with is very common. Most foreigners without fixed job contracts in Laos use this service, including me. It is not strictly legal, as you are supposed to actually work for the company named on your paperwork, but it is a way for the Immigration Dept higher-ups to make lots of money on the side so is allowed to cruise along. It is typically $650-700/year for the 3 documents of which about $100 goes to the agent, $300 in real fees and the rest as gratuities to keep the system ticking along.
Perhaps the Khmer Immigration Dept have just cottoned on to all the potential $$ they have been missing out on and started to allow people like this American guy to operate.

Because in this ad he calls himself a lawyer, but I can find no reference to him ever being a licensed lawyer anywhere, and when he's asked online "are you a lawyer," he responds "come to my office to discuss" or words to that effect.

A legitimate lawyer would hold himself out as a lawyer in all ads and/or when asked would say "Yes, I'm a lawyer, I've been licensed in ______ since _______."

LOL, this kind of reminded me when I went to pick up a friend at the Poipet border a month back. His bus was running late so I decided to check out the casino right next to the Khmer immigration office, a Thai lady on the roulette table bet on every possible numbers except for the zero.
