Visa c for those LEGALLY married to Cambodian citizens can be obtained only through DoI. Only if the spouse works directly for the government.
You must be able to produce all marriage certificate and proof of spouse's big G credentials direct to MoI, then it's $170 a year (maybe).
This might not be correct, but she said visa C exists and those are the criteria; legal marriage and government position. Whether that is just ministry workers or extends to teacher/army/police etc, I don't know.

I don't think it would help much as you'd still need a work permit if working. The only potential advantage would be for guys who don't work. Either way, sounds like an illusive visa that may exist on paper but that no one would issue.
The requirements for the C-type visa are extremely vague. There is a foreign woman, who is married to a Khmer who works in the Govt., on FB saying she has had this visa type for years. Yes, if you hold this visa but work, you would still require a WP I'd imagine.
