Google maps has started showing traffic in Phnom Penh. This will really help with my commute... or will it? As my friend points out:

As today’s commute in Bangkok then on to Patt’s with my repaired rocket showed me google traffic became very accurate over there.

Waze works perfectly in PP. Though traffic part not, but map and navigation has worked quite a while already. And Google gets traffic info from the users (if official/public traffic data is no available), mainly from Uber drivers in Cambodia at the moment. The google traffic is actually useful as it now shows pretty correct travel times thanks to the real time traffic data. For example couple days ago I was on my way to airport and I was able to see that there are no big congestions on my way so I was able to leave bit later. Google Maps gets its traffic stats by tracking the location of its users cell phones. Are you commuting with an Android phone? You're might be contributing to the stats.
Waze is owned by Google. I have no idea how it gets its traffic stats or how much it does/doesn't share with Google Maps.
