There is most certainly an aspect that she wants the legal status and someone to financially support her, there is no getting around this. But to get French citizenship you need to be married for 4 years -- and also, when you get legally married, you will know if she has ever been married before or not. My guess (complete guess), is that if you got married it would be legit enough. She is not getting younger, and will want a kid, so you will start your family and be together.
Plus, the MoFA in Cambodia will NEVER provide the OP's GF with a document she (n)ever was married (or divorced) before. MoFA only supports marriages in Cambodia, not abroad. This marriage is never going to happen in France OP.
