What’s with the mess of the road on National Route 3 to Kampot? It seems like the country has regressed 10 years with the state of this road.
The road is pretty broken up and potholed most of the way to Kraw Nong where it splits Kep/Kampot. It’s difficult to build up any speed as potholes keep randomly appearing and some parts of the road are so broken up it is almost just a loose stone covering.
Isn’t there normally a pre election road improvement program to show the electorate how good the incumbents are and maintaining infrastructure? Or did the pre-election activity render those efforts unnecessary?

Did you not hear of the flooding on HWY4 earlier this year? All heavy overloaded traffic was diverted to the 3. Oh yeah, how are are those ditches along the 3? Oh that's right, large portions of it don't even have them, so they just dug them up now. It's been fucked for months now, especially that portion right before Kampot.
Also, Cambodia is upside down country, so election promises are met AFTER the elections. I know it makes no sense, but just ask the locals. Road building starts now and especially December/Jan. They've even stared repaving roads in PP near the riverside. They'll be fixing roads to/around Kampot and everywhere else in the country in the next two months. I think they've already started fixing from Bokor to Sihanoukville. As mentioned, lots of asphalting happening in the capital at the moment.

Rainy season probably isn’t the best time to be doing resurfacing work, so it kinda makes sense from that perspective to wait until this time of year.

i used the 2 yesterday when leaving phnom penh for kampot.
it wasn't bad.
just cut across on the 22 and it puts back on the 3 at about the halfway mark.
the last 20 k into kampot are the still the worst.
lots of work going on though but dusty, dusty, dusty.
took me 3.25 hours on one of my Daelims.
