I’ve had both motos and cars hit me (never that badly), and they always drive off very quickly. I’ve caught up with some, and then they’re very apologetic. It seems like if they’re at fault they run until they’re stopped and stuck, and then live up to it only then.
If I get in a accident, if I’m at fault or even if not (say a moto hits me), should I stay or run? I used to hear “never stop for an accident”, but it seems that people are castrated for that.

This is completely situational, I don't think there is an easy stay or leave answer.
In most scenarios, tiny damage, nobody hurt, etc. I think it is worth stopping - double checking everyone is OK, if minor damage give/receive as required and who is at fault. Most Khmers will not want the boys in blue to come and demand their usual fees, so most small prangs can be sorted out real quick with a $20 or $50 going one way or the other.
If you've hurt somebody, or worse still killed somebody, then I'd definitely recommend stopping versus fleeing and the mob chase that ensues - you won't outrun the mob on their own turf.
The only time I can suggest 'leave' is when you're in a situation like the one I posted on another thread - late night, just you & perhaps partner, with an accident with a motorbike or car that has mates/gang feel to it & you're all alone. In that situation I did leave, but only to get to the safety of a police station before anything turned nasty. My wife also was able to shout at motos following us that I wasn't running, but going to a police station, so the situation was calmed even though there was a 50/50 split of "he should have just stopped" vs "yeah it was dark and just you two versus 20 young blokes on bikes, I wouldn't stop either!" - and again I hadn't killed or really injured anyone; if I had, I would have stopped.
Question I'd have for other long timers in a more serious situation that they'd caused the accident is whether to stay in, or get out of a car - it seems locals sit inside the car, locked and wait for police to arrive. But on some occasions the mob has broken in, even on fellow Khmer, so that also to me seems risky; I think I'd get out & in my best Khmer would simply state "I'm sorry. I'm waiting for the police to come" & hope that'd be enough to appease the mob until the police did actually come.

I got tapped by a Lexus just the other day while going to lunch. I was on Mao Tse Tung and the light turned yellow then red. I slowed down to stop in an appropriate manner, and just as I was coming to a full stop I head a seriously loud whak/slap as a big Lexus SUV zoomed by. His mirror smashed against mine as he had sped up to zoom past me and blow the red light.
I waited for the light to turn green, and drove ahead. Without necessarily trying to, I caught up to him and the next light, albeit 3 cars back. Fuck it. I got out and ran up to his car. He rolled down the window and before I could say "you hit me" he was apologizing and said that he'd pull into a restaurant to talk. I went back to my car, and thought he made another runner but her actually pulled over.
Although he did apologize, he tried to make some bullshit excuse about how I stopped and surprised him. But, there was zero damage, so I just told him to be more careful and let him go.
My Cambodian friend I was meeting said I was stupid and the owner of the Lexus could have pulled a gun on me. At the time I didn't know if there was damage or not, and was pissed.

I would also lock myself in the car and call someone to help me -- I would not flash his business card around, tell them who I'm calling, or do it where someone could record me calling in a favor. I believe that behind the scenes power still works fine here, you just can't get caught on video saying "I'm calling so-and-so".

Unless you had approached it the wrong way and tried to attack him or he was just a complete asshole that's unlikely. When was the last time anyone heard of a traffic altercation that got a barang shot? 1998?

If I was anything near a local vip, and driving my own even somewhat fancy vehicle, I'd get one of those dash cam recorders the Russians use all the time. I would never run up to someone random on the street, even if it's just around lunchtime. It's just not advisable to enter any sort of conflict here as a foreign citizen. If driving at night, make sure to have a local with you. I would personally avoid driving a fancy vehicle around here alone past midnight, or even with company, I'd prefer taking a cab instead.

If I was loaded with stash, I'd hire a local driver at all times, except perhaps going up the river with the kids a Sunday afternoon. Like the dude in a highlander who got me back from the airport the last time. I would label him a magician, from the way he was able to negotiate his vehicle through the onslaught of 4pm rush hour. A few unknown tiny alleys, and back roads got me home in less than 30 min. I could never do that myself. So yeah, leave it to a professional, I'd say.
