This is actually one of the few good, much needed development projects which I support, irrespective of who builds it (in this case a Chinese contractor). I feel however that Chinese building standards and their road design is rather poor when compared to the way the Thais build roads. For example, Chinese companies don't build passing lanes on sloping sections of road and they prefer manholes rather than drainage covers. Anything to save a few bucks. They also don't know much about road shoulders.
However, this probably won't all be smooth sailing. Apart from the unsettled land compensation issues, there could be other reasons why this project may not get completed. Case in point, the upgrading of a section of strategic highway in eastern Myanmar initially awarded to CRBC (a Chinese state company, which is incidentally the same contractor as for this road). They were using road construction materials from a sacred limestone mountain and the local community rallied against them. In the end, they left, with most of their equipment and a new contractor (not sure if it's Thai or Burmese) has taken over.
Still, I think perhaps an upgrade of the existing road and/or a better quality rail link may have been a better idea.

Nearly 2 mln vehicles travel on Chinese-invested expressway in Cambodia in 5 months
PHNOM PENH, March 1 (Xinhua) -- Almost 1.9 million vehicles had travelled on the Phnom Penh-Sihanoukville Expressway in the first five months since its opening to the public last October, the Ministry of Public Works and Transport said in a news release on Tuesday.
Minister of Public Works and Transport Sun Chanthol said in the news release that raising awareness on the use of the expressway and enforcing traffic law are essential to ensure safe driving on the freeway.
Invested by China Road and Bridge Corporation with 2 billion U.S. dollars, the 187-km expressway connects the capital Phnom Penh with the international deep-water seaport province of Preah Sihanouk.
Cambodian Prime Minister Samdech Techo Hun Sen has said that using the expressway saved both money and time.
"I'd like to call on the owners of trucking companies to use the expressway," he said in a public speech. "Using the expressway costs less than using the regular road, saving both fuel and time in supply chains."
With two lanes for traffic in each direction plus an emergency lane on each side and paved with asphalt concrete, vehicles will be able to reach their destinations within two hours through the expressway instead of five hours on National Road 4.

Was down SHV at the weekend and it was super busy with Cambodians mostly at the beaches but also shopping areas. I spoke to a well known long term business owner and she said that she's as busy now as before the Chinese invasion.
NH4 is still busy but not as silly as it was before.
Also, they seem to have fixed most of the bad flood areas.
The only downside to the journey was the utterly shite Kampot to Prey Nop road. Not one single worker or construction vehicle on the entire stretch. If they have not started now in dry season it's going to be a total shit show when it rains.

I believe the work was scheduled to begin no earlier than 2024. I think they don't have the financing for it yet either? Although some repairs were carried out in November. We went to an amazing buffet BBQ-soup place on Beach road called Romdoul Buffet. $12.90 all you can eat and it’s got about 100 choices and loads of seafood and meat, plus free Pepsi!
They bring hot charcoal and you cook it yourself.
