I remembered this topic as I was about to leave the house this morning for breakfast, so I took a chance and wandered below-stairs to inquire of Granny as to the electricity bill situation.
She informed me through her usual vocabulary of suspicion and distrust that the bill was approximately twice what she normally pays.
I beat a swift exit at that point before she thought to try and tap me up for more housekeeping money.

When you cry here about electricity bills can you please tell also are you paying to landlord etc, or EDC.
EDC price go down month ago to 610R/kWh. My this month bill straight to EDC 20$.

1) There is obviously not enough supply, but nobody has thought of or seems to consider building a coal/diesel-fired power station an option...yet

I think they are hoping that a new dam close to Laos will be built...I have heard at present it is on hold because some thoughtful NGOs protested and got foreign govts to withhold funds..including the US, which has a pretty crappy record regarding environmental issues itself.
So nobody is doing much as they are hoping this project might go ahead.
It takes a long time from the planning stage to production for power stations, so there is no way this problem of insufficient power in April/May will be resolved before next year, or even within two years. Get used to it.

There are two coal power plants in Sihanoukville with another one coming online soon. There was an oil-powered plant in Russei Keo, for a long time (The RAF bombed it in 1945) but I'm not sure if it's still operating. There was some US company who planned to build another oil plant in that district in the 90s but it never came to much. There are also a few Biomass plants.

Source of Cambodia’s electricity production
Most of the electricity generated within Cambodia in the past came from heavy fuel oil and diesel generators—as recently as March 2011, 90% of power was produced in this way. Today, hydro dams and coal plants generate most of the electricity.
By December 2018, however, 48.5% of domestically generated electricity came from hydro dams, 34.5% from coal-fired stations and just 1.9% from fuel oil. Cambodia imported 15% of the electricity it consumed, mostly from Vietnam (11% of all the electricity Cambodia consumed), Thailand (2.8%) and Laos (0.7%)
