for me it would be here in Cambodia , I have tried Jakarta and loved it but starting a business was harder than I expected, too many government departments with there hands out, I also started a business in Thailand , loved it also but the wages where higher, after a short holiday to Cambodia, decided to sell up and relocate, I know there are lots of other counties I should try but it takes a lot of time and effort to start a company and build it up, so quite happy here ATM.

Did you go to Hsipaw, Mongok, Hpa-an, Dawei, Kwathoung, Sittwe, Mindat, Bagan, Inle, Katha ,etc.
Its a hell of a big country
BUT your right, its a very safe country compared to Cambodia and not overall more expensive and the people are very friendly.

In that case, locals must be paying bugger-all. I was paying the equivalent of $6 a night for a room right next to the canal in the centre of Nyaing Shwe (Inle Lake) last year.Yeah, 2 tier pricing for accomodation for foreigners,
Vietnam, hands down.
Could you elaborate? And where in Vietnam?

You haven't explained your situation enough. Do you intend to work? If so in what field? Do you intend to set up a business? If so what? How old are you? (I am guessing 25) Do you want to party? Settle down? Meet a gay lover?

You cant just move anywhere you want as well. Do you have the right paperwork to get work permits etc?

Or better still - save up some money, come to se asia and travel about for a few months and decide for yourself.
