Karl Von Boenninghausen, American fugitive from California child sex crime charges, arrested in Phnom Penh
According to Cambodia News English, 65 year old Karl Von Boenninghausen was arrested today by Cambodian police in cooperation with U.S. law enforcement agents. The arrest occurred at The Happy House on Street 19 just off Street 172.
The article does not mention that he committed any crime in Cambodia, and as far as I know, Cambodia and the USA have no extradition treaty.
So I assume this was another example of the USA revoking an American's passport and then asking the Cambodians to arrest him on "immigration violations" due to not having a valid passport. And then the American law enforcement officers will force him back to the USA to face the outstanding charges.

Currently, the Department of Anti-Human Trafficking and Juvenile Protection is continuing to carry out the procedure of sending all offenders and removal materials to the Immigration Department for further procedures.

According to California court records, Karl Von Boenninghausen is facing three counts of lewdness with a child under age 14 (felony 288A), two counts of continuous sexual abuse for a period longer than three months of a child under age 14 living in the same residence (felony 288.5A), and one count of engaging in oral copulation or sexual penetration of a child ten years of age or younger (felony 288.7B).
It appears that the charges were only filed against him on July 10. I don't see bail information on the court's website, but he most have posted bail and then fled. Court records suggest that he may have missed a court appearance on August 6.
I don't know why his passport wasn't confiscated. At the time of his arrest, he was in possession of two expired/invalidated U.S. passports and one other passport. Maybe he had two valid U.S. passports at the same time. Maybe he had a German passport and traveled on that, he's got one of those immigrant names. But if he entered Cambodia lawfully on a German passport, I'm not sure what basis the Cambodian police would have to arrest him at the direction of U.S. authorities.
The court records say the date of the crimes was June 1, 2014 and it took over five years for him to be charged. So if he was eligible for a German passport and DIDN'T get one and use it to flee, well that was just dumb.

The court website has a section for bail information and it’s blank in this case.
This leads me to believe that either they don’t reliably update that portion of the website, or maybe they never had him in custody at all.
It says the criminal acts occurred in 2014, maybe he fled the USA right after that and before they could arrest him and has been hiding out abroad ever since. That might explain the two expired passports found in his possession.
Then Uncle Sam found out he’s in Cambodia so they finally charged him in L.A. and orchestrated his arrest here.
The only other possibility is they totally screwed up by charging him in July and arresting him and then letting him out on bail with all his passports and didn’t stop him from flying to Cambodia. But I think that’s less likely.

I find some of the quotes from the Cambodian police officials to be odd. They arrested him due to an arrest warrant from the USA? Since when do Cambodian police officers arrest people who are ordered arrested by judges in other countries?
Usually these stories involve the U.S. Embassy revoking the American's passport and then the Cambodian police arrest the guy on "immigration violations." It's unclear if that happened here.
It also say he's being held for questioning. Questioning by whom? About what? I guess they might have to question him to confirm his identity and that they got the right guy, but are Cambodian police also questioning him about whether he committed the crimes in the USA? Why? Or are Cambodian police holding a guy so that American cops can question him? Obviously, he'd be an idiot to answer any questions about the alleged crimes from any law enforcement agents.
Lastly, they say he will be "deported to the USA." Cambodia has no extradition treaty with the USA. This looks like another extra-judicial forced repatriation of an American from Cambodia to the USA notwithstanding the lack of an extradition treaty.

Anti-human trafficking police on Sunday arrested a foreign national wanted by US authorities over child sex abuse in California.
Police cooperated with the US embassy to apprehend 55-year-old Karl Von Boenninghausen in Daun Penh district in Phnom Penh.
“We arrested him based on a court’s warrant from the US state of California that stated that [Mr Boenninghausen] allegedly committed child sexual abuse in Los Angeles,” Colonel Lao Lin, chief of the anti-human trafficking police’s juvenile protection bureau, said today. “Police officers arrested him at the Happy Guesthouse in Daun Penh district. The arrest was coordinated by the Phnom Penh Municipal Court prosecutor.”
Col Lin said that Mr Boenninghausen is now held at the Interior Ministry in order to be questioned.
“We are investigating and continuing the procedure on this case,” he said.
Lieutenant General Chiv Phally, director of the anti-human trafficking and juvenile protection department of Ministry of Interior, said the US national is suspected of committing crimes against minors in the US in 2014 and 2016.
“The US embassy in Cambodia requested General Neth Savoeun, commissioner of the National Police, on August 20 to locate the suspect,” Lt Gen Phally said, adding that the suspect will be sent to the General Department of Immigration.
“We will send him to the General Department of Immigration next,” he said. “He will be deported to the USA soon because the crimes were committed in the USA.”
