Imagine if an American company offered $50,000 for the death of one of its workers through its own gross negligence.
We'd be talking in millions of dollars per person and a long prison sentence.
I think with Lamborghinis, Bugatti “La voiture Noires” and 6 wheel drive Mercedes etc all over the place, they should be made to cough up amounts along the US line. 10,000 or even 50,000 is a gross insult and just shows the utter contempt the nouveau riche hold for the average poor person in life and in death.

Good point. I'm not sure who the developer was but it would make sense for him to stump up a bit quickly just to quieten things down. There is a huge amount of money to be made by enforcing building regulations but they would have to set up some kind of mega ACU with their own army.

Engineer required to design structural components and supervise the construction especially the placement of the reo. We had good engineers at Northbridge, the young fellow was not even corrupt!
But he usually found too much reo being used. The supervisor couldn’t read the drawings. Sometimes a floor slab would have more than a ton extra. That was about $1500 at the time.
This building seems to have very small columns .Its usually the failure of a couple of columns that causes the building to collapse. A properly constructed concrete building is almost impossible to knock down. Reinforced concrete is very flexible.

Kep: The owners of a building that collapsed, killing 36 workers and their families including young children have been charged and released on bail, according to reports.
The owners of the building were identified as Ek Sarun and his wife, Chhiv Sothy, were charged with unintentional homicide and causing injuries, Kampot Provincial Court spokesman Man Boreth told Reuters on January 7.
“The court decided not to detain them and they were released,” Man Boreth said, adding that their bail was set at 354 million Cambodian riels (US$88,200).
