i3 i5 i7 i9 are just names used in marketing for different specs/performance levels of CPUs. Nothing to do with age. You'd need to look at the model number of the CPU to know what's newer/older.
Since you have commented that gaming is not an option then I don't see why you wouldn't consider a Chromebook.
Lap Top or Desk Top - which is better / more cost effective
For your application (just internet and no gaming), an i3 with 8 GB ram and around 250 GB SSD storage would be more than enough (heck, my EU-office PC's are also just older generation i3/8GB with plain hard disks and more than sufficient). The "generation" of the CPU does not matter that much, you won't notice, an old generation would work fine for you. Or go for an AMD / Ryzen based system, also with 8 GB ram and a 250 GB SSD storage.

I use Broadwell (i5-4xxx/i7-4xxx) but if upgrading today I'd go for at least Apollo Lake (i5-6xxx/i7-6xxx) since they're more power efficient. I don't see any need for a chrome book since Win 10 on Apollo Lake can give you 6-8 hrs of operating time.
SSD 256GB is good and 512GB even better if you're into photography.

Yep, take care to do a little bit of "googling" (better use duckduckgo.com, for your privacy), so you know, what you are dealing with. Your "wishes" are at the really low-end of nowadays PC demands. Everybody wanting you to buy "higher" spec'd, does want you to spend more money than needed. (Even a "Celeron" would be enough, though then, you might get complains about "slow").
It's more for the case of it can't really be fucked up. Scoffer is no Computer Scientist and Chromebooks are idiot proof plus with access to the Google Play store and all the Linux apps they really are versatile.

They are bored and ignoring their schooling so I'm arranging an online tutor to push them about a bit and keep them active in learning.

But as far as the PC goes, I'm getting conflicting opinions and comments that make no sense to me.
So lets look at this from a different angle.
What would be your minimum specifications for a PC or Laptop/Cromebook that would to allow access to FB messenger/Viber (without delay/buffering issues).
Ram, CPI and all that other stuff I don't understand, so you guys need to suggest what would be a good combination.

Don't ask me to spend $1,000- as that would be over specked for their needs.
Something between $200 and $350 would be more around their needs.

You can pick up a 2nd hand PC desktop on facebook buy and sell groups located in Phnom Penh
For example
It says it's a gaming PC, but it'll run Facebook messenger just fine for the rugrats
Or you could go here and get something brand new with a receipt and some salesperson that'll help whoever with their purchase

An old i3 with 8 Gb, including housing and power supply would set you back less than USD 200.
An 256GB SSD (new !) could be gotten for around USD 100 - 150, probably more to the lower end.
Take care the i3 does have a graphics core in the processor.
That's more than enough for FB, YT and all the other things kids want (except decent gaming, though you explicitly excluded that).

Don't forget that most desktops (unlike laptops) do not come with built in mics, cameras, speakers that you'll need for video calling. You can buy these at the same shop and they won't cost much.

i installed a 1 T SSD drive instead of the 1 T HD
cost a bit more BUT dam its fast
