I've got a Dell that cost me $85. It's my main computer. Put a 2 gig HD into it and hooked up to big screen it is my movie machine. Lightning took out the modem/wifi. Amazon to the rescue, you can get lil gizmo's that plug into USB to do wifi OR wire connect. It is easier to repair or mod. As to the minimum specifications for the PC - I have no idea as yet, you can pick up 2nd hand Dell Computers from the states quite cheaply, I will explore that option and see what I can come up with.
WHATEVER YOU GET...put LINUX ON IT. Probably the best version is Mint Cinnamon. This greatly lessens the chance of malware/virus as the girls will be clicking on any dodgy site they come across.
